Minimum Qualifications

Acceptable Experience and Education
Bachelor’s degree from an accredited college or university in the behavioral sciences field, Counseling, Social Work, Child Development, or related field. (Master’s preferred) and one year of experiencing mentoring, providing parenting groups, or working with families. Two years case management or community engagement experience.
Preferably bilingual (Spanish/English)
Or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
Minimum Requirements: Knowledge, Skills, and Abilities
Knowledge of: current juvenile justice theories and practices; evidence-based programs and practices as relevant treatment modalities for individuals with a myriad of behavioral health issues; group facilitation and engagement skills; conflict resolution; child/adolescent development; parenting styles and behavior management skills; developmentally appropriate social, emotional, cognitive and communication skills for working with diverse individuals and families; English usage, grammar, punctuation, and spelling; techniques for effective interpersonal communications. techniques for effective interpersonal communications; modern office procedures, methods and computer equipment to include Windows and Microsoft based products.
Skill/Ability to: work with maladjusted children, youth, and families; engage families who may be resistant to services; establish mutually respectful relationships, in which the family is a full partner; organize and manage time to meet established deadlines; maintain order, discipline and respond quickly in emergencies; work within a team and independently; establish and maintain effective working relationships with departmental personnel, justice involved youth and families, other County employees and officials, clinical service providers, law enforcement, the courts and the general public; empower individuals and families to solve their own problems and seek and implement resolutions; provide services in a secure residential setting and the community to include in home services; complete the department’s pre-employment requirements; pass a pre-employment urine analysis screening; pass a Criminal Background Check.

Certificates, Licenses, and other requirements
Must have or obtain by date of hire a personal device capable of using multi-factor authentication to verify one's identity when accessing the County's network and systems.
Must have telephone and report residence.
Must be at least 21 years of age.
Must have or obtain by date of hire a valid driver's license applicable to job responsibilities, with a driving record acceptable to the County of El Paso.
Proof of automobile liability insurance coverage is required.
Physical Demands
While working in the office, the incumbent will sit for long periods of time in front of a computer terminal using a keyboard and mouse, requiring hand and finger dexterity, the ability to see well enough to read documents and computer screens, lifting or carrying up to 20 pounds.

Typical Duties

Essential Duties
Serves high risk families to include youth and caregivers with a history of criminal, delinquent, substance use, and aggressive behaviors;
Provides psychoeducational and skills development services focusing on behavior and symptom management, communication, familial bonding and support;
Facilitates parenting groups and workshops designed to enhance familial relations, communications, and behavioral management skills;
Gives skills development services to assist with replacement of inappropriate behaviors with developmentally appropriate skills;
Provides and develops skills that promote positive relationships and healthy boundaries within the family system;
Facilitates individual services to parents/caregivers to teach, model, assist, and reinforce skills to manage behaviors and promote bonding;
Identifies and links parent/caregiver to services and resources to build natural supports;
Manages conflicts using verbal de-escalation and conflict resolution techniques;
Develops and maintains a positive learning environment;
Provides consultations with parents and team members designed to improve/enhance youth behaviors;
Effectively develops, implements, and administers programs/services that enhance/reinforce clinical services, behavioral management skills and promote the rehabilitation and reentry process;
Works collaboratively as part of a multidisciplinary team;
Maintains and ensures clinical documentation is complete in a timely manner and in accordance with the unit and departmental policies as well as state and/or federal standards and statutes;
Substitutes, if assigned, during temporary absences by performing delegated duties sufficient to maintain continuity of normal operations;??
Commits self to providing excellent customer service and demonstrate commitment through cooperative team and individual efforts; ?
Creates a high-quality work culture through participation in and emphasis on training and mentoring to develop leadership, management, and technical skills in self and all employees, including safety related training and skills;?
Other Important Duties*

Maintains a safe and healthy work place environment.
Works both traditional and non-traditional business work hours, including but not limited to; evening shifts, weekends and holidays.
As members of the County of El Paso Emergency Response System, all El Paso County employees are designated as Disaster Service Workers during a proclaimed emergency and may be required to train on emergency response and/or perform certain emergency services at the direction of their supervisor.

Job Summary

The Parent Coach is responsible for the facilitation of parenting groups and workshops as well as providing individualized support services to justice involved caretakers (parents/guardians). The Parent Coach works in collaboration with the Clinical Treatment Team and Challenge Academy in the development of a family support and behavioral management plans to facilitate reentry services. The Parent Coach works with the caretakers to identify strengths and needs, provide psychoeducational services, referral and follow up services as well as assist in the development and reinforcement of skills to develop structure in the home, foster growth, decrease behavioral issues, improve overall family functioning and aid in the rehabilitation process.

Reports to: Director of Clinical Services and the Clinical Unit Program Manager
Directs: This is a non-supervisory position

Work Environment
Office environment. While performing the duties of this job, the employee is occasionally exposed to outside weather conditions. The noise level in the work environment is usually moderate. The incumbent may also be required to work in a secure correctional environment.

El Paso County offers a very comprehensive benefit package (some benefits may not apply to part time or temporary employees) consisting of the following:
HOLIDAYS
16 holidays per year as recognized.
VACATION
Accruals are credited on a biweekly basis and available for use as it is accrued after 6 months of continuous service. Year to year carry-over accruals are limited to twice the employee's annual rate. Part-time employees accrue vacation at half the rate of full-time employees.
10 days (1 through less than 5 years of service)
15 days (5 through less than 15 years of service)
20 days (15 years of service or over)
SICK LEAVE
Accruals are credited on a biweekly basis and available for use as it is accrued after 3 months of full time service. Employees accrue 15 days of sick leave per year.
MISCELLANEOUS PAID LEAVES
Military Leave – 15 days of paid leave per fiscal year for active military service
Bereavement Leave – 3 days of paid leave for the death of an immediate family members and 4 hours for other family members and friends.

RETIREMENT
Retirement benefits are provided by the Texas County and District Retirement Fund (TCDRS). Regular employees become a member of TCDRS upon hire. All regular employees are required to contribute 7% to the retirement fund and the County matches 250% upon eligible retirements.

DEFERRED COMPENSATION
Employees may defer earnings, on a pre-tax basis, into a 457 deferred compensation program. This is an optional program.
LIFE INSURANCE
Full-time County employees are provided a basic life insurance benefit of $10,000 life insurance at no cost. Supplemental coverage is available for additional fees.
LONG-TERM DISABILITY
The Long-Term disability program provides 60% of the employees' income when the employee becomes disabled because of an illness, injury or accident for a period above 90 days.
SHORT-TERM DISABILITY
The Short-Term disability program provides 60% of the employees' income when the employee becomes disabled because of an illness, injury or accident for a period shorter than 90 days.
RETIREE HEALTH INSURANCE
Employees who retire from the County are eligible to continue Health Insurance at the rate set by the El Paso County Risk Pool Board.
EMPLOYEE ASSISTANCE PROGRAM
Employees are enrolled in an Employee Assistance Program that provides a variety of counseling services.
SECTION 125 MEDICAL & DEPENDENT CARE PROGRAM
The section 125 program is optional for employees and provides a method to pay medical and dependent care expenses on a pre-tax basis.
HEALTHY LIFESTYLE REIMBURSEMENT
Reimbursement of $15 per month for 6 months of continuous gym usage.

EDUCATIONAL ASSISTANCE PROGRAM (EdAP)
Reimbursement up to $2000 per calendar year for eligible education expenses.

EMPLOYEE FITNESS AND WELLNESS CENTER
The Employee Fitness and Wellness Center opened in October 2021 at the County Courthouse. The cost is $5 per employee per month.
