Minimum Qualifications

Acceptable Experience and Education

High school diploma or equivalent. Bachelor’s Degree from an accredited college or university in the area of Criminal Justice, Corrections, Behavioral Science or related field preferred and minimum of one year experience in corrections, juvenile supervision or case management. Custodial childcare experience preferred. Supervisory experience preferred.
Bilingual (Spanish/English) preferred.

Certificates and Licenses Required
Must have or obtain by date of hire a personal device capable of using multi-factor authentication to verify one's identity when accessing the County's network and systems.
Must have telephone and report residence.
Must meet qualifications and be eligible to be certified as a Juvenile Supervision Officer by the Texas Juvenile Justice Department.
Must be at least 21 years of age.
CPR and First Aid required, and non-violent physical restraint techniques.
Must have or obtain by date of hire a valid driver's license applicable to job responsibilities, with a driving record acceptable to the County of El Paso.
Proof of automobile liability insurance coverage is required.

Must make home phone number and department cell phone number available to subordinate staff, Unit Manager and the Director.

Typical Duties

Essential Duties
Understands, practices and promotes the vision and the values of the El Paso County Juvenile Probation Department;
In coordination with the Facilities Unit Manager, oversees the performance of Challenge facility staff including leading, motivating, training, supervising, coaching, and evaluating staff through performance evaluations, and ensuring compliance of staff certification requirements;
Maintains basic discipline and oversight of staff to ensure enforcement of the rules, regulations, and requirements;
Observes and coaches the employees to assist and develop positive work habits consistent with trauma informed strategies;
Monitors employee’s productivity and timecards daily including overtime, compensatory time, sick leave, and unscheduled leave;
Monitors staff compliance with program policies and requirements to include the Juvenile Justice Professional Code of Ethics;
Leads and motivates staff to meet or exceed unit objectives and the goals and values of the facility department; participates in interviews for prospective new hires;
Monitors and adjusts staff schedules to effectively maintain the proper staff- to juvenile ratio in accordance with federal, state, and local standards;
Monitors critical processes to maintain TJJD audit compliance, to include staff compliance of juvenile supervision officer certification requirements;
Responsible for the review of operations of the primary control areas (Central Control, Base Control), juvenile admissions and releases, and movement within and outside the facilities (courts, doctor appts, etc);
Maintains basic discipline and control of juveniles in detention or correction facilities; consistently enforces the rules, regulations, and requirements of the facility for all juveniles in its care;
Provides support, encouragement, academic support, and limited counseling to juveniles;
Maintains safety and security of all juveniles throughout daily, hygiene, and academic activities;
Supervises the seating and serving of meals for juveniles; assigns and supervises tasks, housekeeping, and other responsibilities for juveniles;
Maintains and reviews daily activity logs, reviewing all medication required and administered, unusual or out of the ordinary behavior, arrival and departure of visitors, and other pertinent information;
Manages any discrepancies with staff to resolve them;
Creates and updates cadets and juveniles’ files and documentation; maintains the integrity and confidentiality of all private information;
Performs administrative duties including file audits, statistics gathering, and any other duties directed by any supervisor;
Attends, participates, and leads in all required and scheduled training; maintains minimum training standards required for certification and re-certification;
Observes and ensures staff adhere to Juvenile Probation Department Personnel, Detention and Texas Juvenile Probation Commission Standards;
Develops training curriculum and provides required training to staff to ensure completion of certification, re-certification and ongoing professional development in the corrections and juvenile justice field;
Respects and protects the civil and legal rights of juveniles and parents who encounter the Juvenile Probation Department;
Reports immediately any corrupt or unethical behavior, which could affect either the child or the integrity of the facility; reports immediately any allegations of abuse, neglect, exploitation, or misconduct and cooperate fully with any investigations related to those allegations;
Ensures compliance with security and integrity of the Detention Pre-Adjudication and Challenge Post-Adjudication facility, housing units, and the surrounding perimeter, to include proper screening of all individuals entering the facility;
Conducts regular video audits as assigned to ensure compliance with standard operating procedures and Chapter 343 Texas Administrative Code standards;
Reviews the operations of the primary control area including supervision of juvenile admissions and releases from the facility;
Ensures that the physical environment is safe for all residents and staff; reports areas requiring correction or repair;
Conducts investigations into juvenile grievances; responsible for preparing summary reports of Critical Incidents (major and minor rule violations), grievances, and complaints or concerns from youth, parents or the general public;
Manages the daily programmatic components of the Detention Center and/or Post Adjudication Facility;
Performs general administrative duties including conducting staff meetings, leading training, preparation of work schedules, maintaining and auditing of all daily logs, and the development, implementation, and revision of facility programming;
Conducts training to enhance staff core, technical, and leadership competencies;
Addresses concerns or complaints of parents, juveniles, and the public;
Participates in assessing operations to identify gaps in policies and procedures;
Manages the daily programmatic components of the Detention Center and/or Post adjudication Facility;
Maintains satisfactory attendance to ensure operational effectiveness;
Distributes medications in the absence of the nurse;
Must adhere to training as provided by the facility Health Service Authority in regards to dispensation of medications;
Responsible for becoming and maintaining certification in Handle with Care (HWC) or any other restraint technique adopted by the department;
Must be available to handle any emergency situations as they arise.
Supervises staff and residents in the participation of program curriculum, including education, basic arts and drafts, indoor/outdoor sports, and general guidance and leadership;
Supervises, instructs, and facilitates youth success in various programs.
Makes critical and sound decisions during emergencies or potentially dangerous situations. Ensures suicidal outcries are properly communicated for clinical assessment;
Ensures proper classification of youth for youth and staff safety;
Reviews and approves disciplinary measures for youth during their shifts; and observes housing units carefully to detect and prevent potentially dangerous or deceptive acts;
Substitutes, if assigned, during temporary absences by performing delegated duties sufficient to maintain continuity of normal operations;??
Commits self to providing excellent customer service and demonstrate commitment through cooperative team and individual efforts; ?
Creates a high-quality work culture through participation in and emphasis on training and mentoring to develop leadership, management, and technical skills in self and all employees, including safety related training and skills;?
Other Important Duties*
Performs such other related duties as may be assigned.

Works both traditional and non-traditional business work hours, including but not limited to; evening shifts, weekends and holidays;
As members of the County of El Paso Emergency Response System, all El Paso County employees are designated as Disaster Service Workers during a proclaimed emergency and may be required to train on emergency response and/or perform certain emergency services at the direction of their supervisor.

Job Summary

Summary of Position

The Facilities Juvenile Unit Supervisor manages the operations of Challenge unit in collaboration with the Facilities Unit Managers and Facilities Directors; oversees staff performance reviews, policy enforcement, process and program oversight and resident behavior management continuum. Assist the Facilities Juvenile Unit Managers in the direct and supervision and oversight of the youth residents and Facilities Juvenile staff; assumes duties of the Unit Manager as required.

Reports to: Director of Juvenile Facilities and Facilities Unit Manager

Directs: Facilities Juvenile Corrections/Detention Officers and administrative staff as required

Other: Has regular communication with other staff to include clinical staff, medical staff, maintenance staff, supervisory staff, and juveniles


Physical Demands
While participating in physical activities, the incumbent will be actively participating in physical training formations, and recreational work.
While working in the facility, the incumbent will sit for long periods of time in front of a computer terminal using a keyboard and mouse, requiring hand and finger dexterity, the ability to see well enough to read documents and computer screens; lifting or carrying up to 30 pounds. In crisis situations it may be necessary for the Facilities Juvenile Unit Supervisor to become involved in evacuations of the facility, Handle with Care restraint techniques, riot control and extractions.

Work Environment
While performing the duties of this job, the employee is occasionally exposed to outside weather conditions. The noise level in the work environment is usually moderate.
El Paso County offers a very comprehensive benefit package (some benefits may not apply to part time or temporary employees) consisting of the following:
HOLIDAYS
16 holidays per year as recognized.
VACATION
Accruals are credited on a biweekly basis and available for use as it is accrued after 6 months of continuous service. Year to year carry-over accruals are limited to twice the employee's annual rate. Part-time employees accrue vacation at half the rate of full-time employees.
10 days (1 through less than 5 years of service)
15 days (5 through less than 15 years of service)
20 days (15 years of service or over)
SICK LEAVE
Accruals are credited on a biweekly basis and available for use as it is accrued after 3 months of full time service. Employees accrue 15 days of sick leave per year.
MISCELLANEOUS PAID LEAVES
Military Leave – 15 days of paid leave per fiscal year for active military service
Bereavement Leave – 3 days of paid leave for the death of an immediate family members and 4 hours for other family members and friends.

RETIREMENT
Retirement benefits are provided by the Texas County and District Retirement Fund (TCDRS). Regular employees become a member of TCDRS upon hire. All regular employees are required to contribute 7% to the retirement fund and the County matches 250% upon eligible retirements.

DEFERRED COMPENSATION
Employees may defer earnings, on a pre-tax basis, into a 457 deferred compensation program. This is an optional program.
LIFE INSURANCE
Full-time County employees are provided a basic life insurance benefit of $10,000 life insurance at no cost. Supplemental coverage is available for additional fees.
LONG-TERM DISABILITY
The Long-Term disability program provides 60% of the employees' income when the employee becomes disabled because of an illness, injury or accident for a period above 90 days.
SHORT-TERM DISABILITY
The Short-Term disability program provides 60% of the employees' income when the employee becomes disabled because of an illness, injury or accident for a period shorter than 90 days.
RETIREE HEALTH INSURANCE
Employees who retire from the County are eligible to continue Health Insurance at the rate set by the El Paso County Risk Pool Board.
EMPLOYEE ASSISTANCE PROGRAM
Employees are enrolled in an Employee Assistance Program that provides a variety of counseling services.
SECTION 125 MEDICAL & DEPENDENT CARE PROGRAM
The section 125 program is optional for employees and provides a method to pay medical and dependent care expenses on a pre-tax basis.
HEALTHY LIFESTYLE REIMBURSEMENT
Reimbursement of $15 per month for 6 months of continuous gym usage.

EDUCATIONAL ASSISTANCE PROGRAM (EdAP)
