The County Administrator’s Office has an exciting opportunity for an energetic person possessing a combination of leadership, business background, and computer skills to plan, manage, direct, and coordinate the implementation and maintenance of modern IT systems to support the strategic business goals of the County’s law and justice departments and state agencies. Applications are being accepted to fill one (1) full-time permanent vacancy located in Martinez, CA.
 
Under the general direction of the County Administrator’s Office senior management staff, the incumbent will direct, plan, design and manage development of one or more large computer system implementation projects from the functional and technical nature; conduct business analysis, change management and system re-engineering activities on behalf of the County’s justice departments (District Attorney, Probation, and Public Defender); and coordinate, on behalf of the County Administrator, with all local law enforcement agencies, the Superior Court, the California Department of Justice, and multiple system software vendors to ensure the County’s automated law and justice systems are meeting the information needs and requirements of the agencies; and perform related duties as assigned.

What you will typically be responsible for:
  • Meeting organizational goals and customer expectations and making decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks
  • Developing and managing multiple systems and system interfaces on different technology platforms and coordinating system modifications across separate but integrated systems
  • Identifying and analyzing problems in order to propose new ways to do business
  • Displaying and modeling honesty, adherence to principles, and personal accountability
  • Negotiating and managing contracts for IT or web-related services, reviewing invoices, and managing budgets
  • Supervising up to four professional and technical staff and leading multi-agency project teams to implement new systems and enhancements
  • Understanding, interpreting, and ensuring compliance with laws and regulations
  • Testing vendor web-based applications and the integration (electronic data exchanges) between them

The eligible list established from this recruitment may remain in effect for six (6) months.
 
Education: Possession of a baccalaureate degree from an accredited college or university in information processing, business administration, public administration, or a closely related field. 
 
Experience: Four years of full-time experience managing complex business projects which must have included three years of design and project management responsibility for very large business or countywide applications, and team leadership experience for subordinate employees.
 
Substitution: Additional qualifying experience may be substituted for the required education on a year-for-year basis up to a maximum of two years. Additional qualifying education may be substituted for experience on a year-for-year basis up to a maximum of two years.
Desirable Qualifications:
  • Knowledge and experience of systems application design and architecture
  • Supervisory experience or experience delegating work
  • Excellent interpersonal and communication skills, both verbal and written
  • Experience working with partners and contractors
  • Strong problem solving and analytical skills
  • Experience developing Python code
  • Grit (passion and sustained persistence applied toward long-term achievement)
