The Technical Project Manager (TMP) will be responsible for software and business projects. The TMP develops projects andprograms to support the organization's strategic direction, as well as creates and manages long term goals. The TMP will be incharge of developing budgets and operating plans for projects/programs and writing project/program funding proposals. Inorder to be successful in this role, the TMP will need to have prior experience in both project/program management and teammanagement and have a proven record for delivering projects on time and within budget.

ROLE
● Works closely with project sponsor, cross-functional teams, scrum teams, product owners, and assigned project managersto plan and develop scope, deliverables, required resources, work plan, budget, and timing for new initiatives.
● Develops and implements strategy for the project team, including developing a robust risk mitigation plan.
● Understands how different work streams interlink and overlap.
● Works with the management team to manage staff and resources for each work stream.
● Demonstrates in-depth understanding of software development methodologies (Waterfall, Agile).
● Provides API, database schema, workflow, or other designs to projects.
● Provides code to prototypes.
● Manages budgets and reporting on fund allocation.
● Coordinates and hosts events and workshops.
● Gathers feedback and presents insights.
● Reports on project performance to executive team, directors, and managers.
● Identifies opportunities for continual improvement.
● Identifies key requirements needed from cross-functional teams and external vendors.
● Ensures relevant Costco standards, process, and regulations are upheld.
● Sets up tools and standards for managing the project.
● Plans, tracks, and reports on outputs and outcomes.
● Directs information and logistics management, financial planning and tracking, risk and issue tracking.
● Manages cross-project interdependency management.
● Sets quality control standards and tracking implementation.
● Sets and tracks change control procedures.
● Develops stakeholders’ map; defines the interest of each group.
● Plans and executes communication plans to stakeholders.
● Defines and documents project scope, product backlogs, and sprint planning.
● Manages changes to project scope and backlogs.
● Works with the team leads to create project plans and identifies critical paths at an appropriate level of detail.
● Manages tasks to support Project governance requirements.
● Manages project stakeholder expectations of project scope and schedule.
● Develops project budgets, manages changes to project budgets, and tracks actual costs and variance to approved budgets.
● Measures health of projects using appropriate Scrum/Agile tools, metrics, and reports.
● Manages issues, risks, and decisions throughout the lifecycle of the project.
● Develops mitigation of critical and high priority risks, mitigation, and contingency plans.
● Determines appropriate escalation of issues and support resolution by following up.
● Provides status reporting to project stakeholders.
● Ensures all project artifacts and deliverables are documented, approved, and stored for re-usability, support, and auditpurposes in designated project tools.
REQUIRED
● Undergraduate degree or equivalent experience in a technical discipline: Computer Science, Engineering, or related field.
● 5-8 years’ experience in Ecommerce, consumer Internet, web services, or software planning and development.
● 5 years’ ScrumMaster experience.
● Proficiency in industry standard project management software, such as Microsoft Project and the Microsoft Office suite ofproducts.
● Proven experience as a Project/Program Manager or other managerial position.
● Thorough understanding of project/program management techniques and methods.
● Comprehensive knowledge of performance evaluation and change management principles.
● Working knowledge of Microsoft DevOps.
● Outstanding leadership and organizational skills.
● Excellent problem-solving ability.
● Proven experience with mentoring of project managers, product owners, scrum masters, and scrum teams.
● Project management experience on a large-scale project implementation.
● Proven track record for successful delivery of cross-functional team projects.
● Flexible in diving into project detail when necessary, while keeping the overall picture in mind.
● Demonstrated leadership and team-building skills with ability to influence and motivate project team members that report toother groups in the organization.
● Strong communication skills, both oral and written, including presentation skills.
● Extremely responsive with a strong sense of urgency.
● Experience managing complex portfolio of projects.
● Able to work independently.
Recommended:
● PMI certification is a big plus.
● Experience in managing concurrent multiple projects ranging up to and including enterprise wide projects/programs.
● Excellent knowledge of Google Tools; working knowledge of program/project management software (Smartsheets,dashboards, etc.) is a strong advantage.
● Scrum/Agile coaching experience.
● Experience evolving waterfall projects/teams into Agile methodologies and DevOps.
● Experience in SAP and CRM environment driving loyalty and/or membership efforts.

Pay Ranges:
Level 1 - $90,000 - $115,000
Level 2 - $110,000 - $155,000
