Scope and Purpose
The purpose of this position is to work with Continental’s Compliance and Accounts Manager to provide operational, administrative, statistical, compliance and technical support. This support includes The Detroit Housing Commission’s (DHC) Asset Management Department’s operation of the Low-Income Public Housing Program (LIPH Program).
In conjunction with Continental’s Management Agreement with DHC, this position will determine and document participant eligibility, calculate income, calculate rent in accordance with regulations issued by the U.S. Department of Housing and Urban Development (HUD) and DHC. A person in this position will perform in a capacity that supports the accomplishment of the goals and mission of the Continental Management and DHC’s Asset Management Department. Persons in this position will perform under the general direction and supervision of the Compliance and Accounts Manager and the Area Manager.
Additionally, it is the responsibility of the Compliance Specialist to perform all duties in full compliance with Fair Housing and Equal Opportunity regulations as well as with Continental Management’s Fair Housing personnel policy and in compliance with Equal Employment Opportunity regulations and Continental Management’s EEO policy.
Duties and Responsibilities
The Compliance Specialist is directly responsible for conducting, supervising and/or overseeing the implementation of the following:
1. Housing & Urban Development Public Housing regulations and policies pertinent to the department
2. HUD programs, requirements, and policies/procedures
3. DHC’s departmental policies, procedures, and goals.
4. Continental’s and DHC’s organization’s structure, policies, and procedures
5. Standard office procedures, filing, and standard office equipment, including computer, fax, copier, telephone system
6. Reports through HUD’s Enterprise Income Verification (EIV) System
7. Reports through HUD’s PIH Information Center (PIC)
8. Principles and practices of automated information systems, and data processing
9. Operation of commission and HUD computer system and software
10. Basic office practices, procedures, and equipment
11. HUD rules and regulations that apply to property management: Fair Housing Laws, Michigan Real Estate Landlord-Tenant Law, OSHA Standards, Local and State Building Codes
12. HUD rules and regulations that apply to program eligibility and participation, income determination, and total tenant payment and payment standards
13. HUD regulations and guidelines relating to Housing Quality Standards (HQS) and State and Local building and occupancy laws or regulation
14. PHAS and UPCS/NSpire inspection systems
15. DHC’s Admissions and Continued Occupancy and Supplemental Policies
16. Principles and practices of urban development and housing management
17. Regularly visit the sites to perform quality control on Annual Recertification/Interims and Leasing files.
18. Assist Property Managers and Regional Managers with special projects and anything needed or requiring Compliance Services for Continental and/or DHC.
19. Create processes that will assist the Regional Managers, Area Manager and Property Managers in streamlining quality control measures.
20. Identify resident concerns that negatively impact the site and/or Program
Required Tasks:
The tasks in the Compliance Specialist areas of responsibility include, but are not limited to, the following:
1. Train new hires on DHC protocols and policies
2. Provide training to staff on use of PIC and EIV systems
3. Assist site-managers with the correction of PIC errors to ensure the HUD-mandated monthly 50058 submission rate is met
4. Assist in preparing written training materials for compliance
5. Track site progress to ensure Annual Recertification’s are done timely
6. Monitor site staff’s error trends to recommend training
7. Perform Quality Control on assigned percentage of Management’s Annual Recertification/Interims
8. Assist in creating Forms, Tracking Logs, and Spreadsheets
9. Prepare responses to audit findings as requested. Take follow-up action as required
10. Monitor and update files and records as needed
11. Serve as administrative support to the Compliance and Accounts Manager
12. Ensure the compliance of the Waitlist Management
13. Create internal SharePoint folders to assist the Office Staff to share files in a confidential manner

Physical Demands/Activities Include:
Standing, walking, carrying, bending, reaching, crouching, pulling, sitting, and pushing.
Other Requirements The incumbent must hold a valid state driver’s license; pass federal, state, and local criminal investigation clearances, and pass a drug screening test administered by the Commission or its designated provider.
