What You'll Do

The Director is accountable to the Deputy Vice President of Operations Support for the cost effective, technical execution of the Technical and Business Support organization including the Nuclear Maintenance Compliance, disciplined operations, asset reliability strategies, issues management, assessments, metrics, and performance management including defining, managing and achieving top organizational goals while ensuring compliance with DOE orders, production requirements and Consolidated Nuclear Security, LLC (CNS) procedures and policies. Provides leadership, guidance, technical direction, and establishes goals for the Technical and Business Support staff in the areas of safety, security, mission delivery, quality, and cost efficiency.
Directs large and complex programs with the responsibility for technical performance, scope, schedule, budget and funds. Coordinates the preparation of Operations Support business and strategic plans. Acts as primary customer contact for Technical and Business Support activities, leading organization review sessions with customers to discuss cost, schedule, and technical performance. Establishes milestones and monitors adherence to master plans and schedules, identifies problems and obtains solutions, e.g., allocation of resources or changing contractual specifications.
Develops and maintains customer relationships, including CNS Managers, National Nuclear Security Administration (NNSA) counterparts, and all other personnel across the enterprise who require services from the organization. Provides oversight in assessing customer mission objectives, organizing support, and executing work to meet evolving customer objectives.
Actively manages the Technical and Business Support organization, budget, operations, and execution of applicable programs. Frequently interfaces with equivalent level managers and customer representatives concerning operations decisions, scheduling requirements, or clarifications. Conducts briefings and technical meetings for internal and external representatives. Represents the organizational unit, Pantex and Y-12 in significant matters within area of responsibility.
Integrates efforts of multiple organizations, often with conflicting goals, to accomplish program objectives. Works with personnel within Operations Support and across the site to remove barriers for more efficient and effective execution requirements. Defines programmatic scope and priorities for missions within the organization based on a variety of constraints and performance indicators, including funding, customer focus, recent and historic deficiencies, strategic goals and level of risk. Resolves problems and disputes that arise concerning scope, schedule and funding associated with all programs and services within the organization.
Handles all personnel matters associated with direct reports, subordinate staff, and subcontractors. Interviews; hires or makes hiring recommendations; evaluates performance; coaches, counsels, rewards, and disciplines employees, as appropriate; and trains and develops staff. Handles employee complaints and resolves personnel problems. Provides leadership and personal interaction to promote positive work environment and encourages individual involvement. Sets expectations for cohesiveness, collaboration, and teamwork within and across organizations.

Minimum Job Requirements

  • Bachelor's Degree with: Minimum 12 years of relevant experience. AND Minimum 5 years of relevant supervisory/management experience.
  • In addition, the applicant must meet the requirements of DOE O 426.2 (i.e., Baccalaureate in engineering or related science and 4 years nuclear experience, or a DOE O 426.2 alternative). DOE 426.2 experience requirements can be satisfied following employment. In the interim, newly hired personnel will not be assigned duties that could impact the safety basis of nuclear facilities. (Ref. DOE O 426.2)

Preferred Job Requirements

  • Candidate will have a Bachelor's degree in Engineering or related Science with at least 15 years demonstrated leadership experience, competent in problem solving, team building, planning and decision making.
  • Knowledge of Y-12 Operations including nuclear maintenance execution and management, disciplined operations in nuclear maintenance environments, general issues management including TOPIC, managing assessments for a large organization, developing and monitoring performance metrics, Reliability Centered and Condition Based Maintenance, and performance management including development and monitoring of performance-based goals and milestones.
  • Demonstrated development of staff member and associates as it relates to transforming organizations. Experience in planning operation activities, managing people and teams, strong knowledge of leadership concepts to change culture.
  • Demonstrated experience in nuclear maintenance management including implementation of reliability centered maintenance principles.
  • Ability to identify weak spots in a process to improve efficiency.
  • Demonstrated success working in various levels of management, including leadership and supervision of organizations with multiple tiers; demonstrated ability planning, leading strategic change, training and leading an operations organization. demonstrated analytical and problem-solving tools; demonstrated high level leadership and communication skills; demonstrated work with systems like leader standard work, peer to peer coaching, visual management board deployment; proven success coordinating and managing activities from conception to completion; demonstrated knowledge of analyzing operational issues including demonstrated ability at applying effective judgment in the analysis of proposed action.
  • Demonstrated oral and written communication skills with all levels of an organization, customers and stakeholders; a documented history of meeting deliverable date with a quality product, holding others accountable,
  • Demonstrated experience in strengthening and maintaining labor relations.

Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status. The ability to obtain and maintain a Department of Energy Q clearance is required.
Position may require entry into Materials Access Areas (MAA) and participation in the Human Reliability Program (HRP). If HRP is required, candidate must complete a counterintelligence-scope polygraph, pursuant to 10CFR 709. Medical requirements may apply.
