What You'll Do

Provides direction to subordinates, including employees represented by the West Texas Building and Construction Trades Council (WTBCTC) based on policies, contract requirements, labor agreements and management guidance. This position manages self-perform Construction execution (Distributable/support functions such as: site safety controls, barricades, Eq Ops, transport, specialty work, lifting/rigging, housekeeping) at Pantex, responsible for establishing and managing the activities for assigned Construction scopes, which will include responsibility for initiating, planning, gaining approval and executing Construction distribs and support/safety work. Responsible for delivery of nuclear facility construction work, this position requires a leader committed to a significant field presence to assure compliance with the requirements of the company and contract. Assures nuclear facility construction work is performed in compliance with the approved work packages, permits, designs, procedures and contract requirements. Coordinates with other plant functional organizations and authorities to ensure the work is planned, scheduled and accomplished. Performs assigned work scope, including scheduling work, tracking and documenting work, determining performance rates, coordinating with Field Engineering and planning to assure construction work is scheduled and available. Assure material is managed and installed in accordance with requirements, work packages and designs.

What You'll Do (Con'd)

Directs Construction craft activities, as assigned, and manages personnel in adherence to the Pantex Trades Agreement. Ensures assigned construction operations are performed safely, in compliance with Pantex and Construction Department procedures and specifications, and within budget and schedules. Reviews and interprets drawings and other project documents to determine if information is adequate for successful execution of work. Participates in constructability and value engineering studies and estimates to support project pre-planning efforts. Assists with the preparation of change requests/notices, field sketches, and as-built drawings. Assists in obtaining any required Escorts/security plans, permits, and work authorizations prior to commencing work on site. Ensures the most current issued design output documents are used to complete the work and that all design changes are approved prior to implementation. Ensures adherence to federal, state, and local site compliance programs. Ensures job safety and is responsible for implementation of site and project safety programs. Ensures strict adherence to all site and Code requirements by craft personnel. Ensures work performed meets workmanship and quality requirements. Coordinates successful execution of fieldwork including incorporation of facility and quality requirements. Determines craft staffing requirements, assures training is compliant and current. In conjunction with labor relations, handles personnel matters associated with work group including requirements of bargaining unit agreement. Makes hiring recommendations, evaluates performance, assesses needs, and identifies craft training requirements. Schedules work to be performed and reviews work accomplished by all assigned craft personnel. Monitors work activities and ensure the quality and productivity of work performed. Supervises and directs subordinate personnel and assigned craft personnel in construction activities. Resolves problems including labor concerns and technical issues. Coordinates activities with other site organizations or areas as required by Construction Management. Provides leadership and personal interaction to promote positive work environment and encourages individual involvement. Approves craft time records using established system. Assists with reports and forecasts, including summary of construction progress, craft personnel forecasts, and expenditures forecast. Monitors equipment and tool usage by construction craft personnel. Assists in the preparation of Material Requisitions for tools and consumables and ensures that the craft personnel have the tools they require to be safe and productive.

Minimum Job Requirements

  • Bachelor's Degree with a minimum of five years of relevant experience.
  • NOTE: Applicants with high school diplomas may be considered on an exceptional basis if they have 13 or more years of relevant experience.

Preferred Job Requirements

  • Must have thorough knowledge of Construction requirements, procedures, training and policies in DOE/NNSA contracts and Pantex.
  • Must have demonstrated experience assigning, supervising and motivating a skilled construction union workforce in a nuclear construction environment, including full understanding of compliance with regulations and construction union agreements.
  • This position requires a demonstrated ability to plan, procure, coordinate, and direct construction activities and personnel to meet plant objectives in compliance with all requirements, full knowledge and complete understanding and application of construction management and industry practices.
  • Position requires ability to integrate with other plant entities/personnel to deliver the successful completion of projects; ability to gather and interpret data for the purpose of supporting projects; ability to understand and effectively communicate issues associated with construction and Plant operations ability to analyze a variety of complex problems and develop and recommend solutions associated with construction as it relates to the plant.
  • Ability to present information clearly and effectively through oral and written communications.
  • Position requires ability to supervise and lead construction trades personnel within the expectations and policies of the company and the requirements of the Union agreements
  • Degree or equivalent related training such as graduating from a Building Trades Apprentice Training Program plus at least 13 years of combined craft, planning, and craft supervision experience on construction projects.
  • Computer literacy in Word, Excel, Outlook, etc. Requires demonstrated leadership in a team-based environment. Proven experience in working with craft personnel in Construction building trades unions. Must be very competent in reading and interpreting design output documents for construction projects.
  • Good communication skills, written and oral, are required. Requires knowledge of general distributable construction functions, electrical, piping, mechanical discipline construction, HEC, processes, worker protection methods, Codes, and construction equipment.
  • Knowledge of compliance requirements, NNSA/DOE compliance standards.
  • Familiarity with nuclear quality and commercial practice standards is desired. Knowledge of industrial and commercial wiring and piping/instrumentation systems methods and materials.
  • Knowledge of project-specific environmental compliance requirements, NNSA/DOE compliance standards, experience in hazardous materials and hazardous waste operations.
