What You'll Do

The Issues Management (IM) Program Advisor will perform issues management, causal analysis, extent of condition, and effectiveness review support for assigned organizations. Responsibilities include, at a minimum:
IM Program Support
  • Advises Y-12 Issues Management (IM) Manager on:
    • All aspects of Issues Management program
    • E-PROC-0006, CNS Issues Management Process
    • E-PROC-0007, CNS
    • Qualified Causal Analysis Specialist (QCAS) Program
    • Causal Analysis Program Management
    • Tableau
    • Monthly Metrics
  • Serves as key member and/or facilitator for the Issues Management Board (IMB)
  • Coordinates/conducts IM management assessments / surveillances
  • Recommends and leads IM and Events Management process improvements
  • Maintain awareness of NNSA and industry trends.
  • Attends professional development courses and participate in benchmarking activities
  • Leads high visibility causal analyses on site -level issues
  • Provides high-visibility program deliverables
  • Interfaces with – and provides presentations to – senior management and Federal Oversight YFO/PFO (formerly NPO) for area of responsibility
  • Provides IM support duties, as required, for assigned organizations
Training
  • Delivers QCAS training
  • Delivers Action Planning training
  • Delivers Extent of Condition training
  • Delivers Effectiveness Review training
  • Delivers Topic training by request
  • Delivers organization-specific training by request
  • Leads high visibility site-wide causals
Mentoring
  • Ensures QCAS are competent and confident to perform causal analyses
  • Attends causal analysis meetings
  • Reviews and critique causal analysis reports
  • Provides feedback to QCAS regarding causal analysis progress
  • Provides causal analysis consultations
Causal Analysis
  • Leads causal analysis
  • Maintains Best Practices folder on share drive
  • Maintains Causal Reports Files / Templates folder on share drive
  • Tracks all causal analyses from beginning to end
  • Maintains active QCAS Que
  • Recommends causal analysis assignments and work load balancing to Y-12 IM Manager
  • Develops QCAS checklists
QCAS Team Meeting Coordinator
  • Develops QCAS areas of interest
  • Coordinates QCAS meetings
  • Coordinates lessons learned
  • Maintains lessons-learned folder on share drive
  • Discusses causal tools
  • Resolves QCAS concerns as applicable
Other
  • Performs Extent of Condition (EOC) reviews, as assigned
  • Performs Effectiveness Reviews, as assigned

Minimum Job Requirements

  • Bachelor’s degree: Minimum 12 years of relevant experience, OR a Master’s degree: Minimum 10 years of relevant experience, OR a Ph.D. degree and seven years of relevant experience.
  • Ability to effectively and autonomously function as the Y-12 Issues Management Advisor advising the Y-12 Issues Management (IM) Manager on all aspects of the Issues Management program, E-PROC-0006, CNS Issues Management Process, and the QCAS Program.
  • Requires demonstrated computer skills and proficiency with the Microsoft Office products.
  • Leadership and/or significant support role experience in a compliance environment.
  • Strong planning and facilitation skills.
  • Excellent communication skills overall.

  • Strong computer skills (i.e., Microsoft Word, Excel, PowerPoint, SharePoint and Tableau).
  • Strong analytical and critical thinking skills.
  • Strong interpersonal skills and is an excellent communicator, facilitator, team player and change agent.

Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status. The ability to obtain and maintain a Department of Energy Q clearance is required.
Position may require entry into Materials Access Areas (MAA) and participation in the Human Reliability Program (HRP). If HRP is required, candidate must complete a counterintelligence-scope polygraph, pursuant to 10CFR 709. Medical requirements may apply.
