Position Summary

Congreso provides free tax preparation services through our IRS certified VITA/TCE Tax Site. The Community Outreach Specialist will work with the Tax & Benefits Manager to raise awareness within the community. The Community Outreach is responsible for educating and mobilizing the community to claim the Child Tax Credit and Earned Income Tax Credit. They will connect community members with trusted organizations to help them claim the tax credits. Community Outreach Specialists will work part-time, 15 to 20 hours per week, during the tax season. Activities include canvassing the community door-to-door, presenting information at community events, and stationing information booths at high-traffic locations, such as libraries. All Community Outreach Specialists will be bilingual in English and Spanish.

This position reports to the Tax & Benefits Manager. 

This is a hybrid position.

The Community Outreach Specialist applies the principles of the organization’s signature service delivery approach, Primary Client Model (PCM™), by promoting a positive employee-focused experience that is appreciative of the unique strengths, values and needs that each employee brings to the workplace; and by using data to inform and drive decision making. Attention is given to compliance, quality assurance, and best practices as they relate to employee experience, records management, and data integrity and usability.

Essential Functions

Community Outreach Specialist duties

  • Represents Congreso’s mission, values, and commitment to diversity, equity, inclusion, and belonging and will be an ambassador of our work.
  • Conduct outreach to eligible participants through mail, hosting resource tables and targeted door-knocking, in English and Spanish. This position requires frequent travel to neighborhoods across Philadelphia. 
  • Prepare mailings and informational packets to send to eligible participants. 
  • Accurately record outreach efforts daily on Microsoft Excel 
  • Communicate daily with the Tax & Benefits Manager on progress. 
  • Maintain confidentiality as indicated by agency’s policy and procedure 
  • Respond effectively and proactively to program and organizational changes 
  • Provide other administrative support functions for the program (i.e copying, faxing, etc.) 
  • Provide services using Congreso’s Primary Client Model (PCM™) 
  • Adhere to Congreso’s COVID-19 safety policies. 
  • Participate actively in program/division meetings.
  • Other duties as assigned. 

Non-Essential Functions

  • Attend relevant workshops or join professional groups as necessary to maintain professional knowledge and licensure. 
  • Adheres to the Congreso security guidelines and ensures the appropriate handling of sensitive information.
  • Facilitates and attends relevant staff meetings to promote communication and execution of goals.
  • Completes special projects specific to the function of the department or as needed for the department as directed by Supervisor.
  • Other duties as assigned within the scope of position expectations.

Minimum Experience, Education, and Qualifications

Minimum Education: High School Diploma or equivalent

Minimum Experience: Proficient with Microsoft Suite, Word, Excel, and Outlook. Well organized with the ability to complete work efficiently, and have impeccable attention to detail. Bi-lingual ENG/ SPA required.
