ESSENTIAL DUTIES AND RESPONSIBILITIES
Streamlined Data Handling for Collaborative Data Initiatives:
•Conducts data pulls and extraction from diverse sources to build datasets for research studies, data analysis and recurring submissions to consortiums.
•Collaborates closely with data scientists to create high-quality datasets.
•Transforms healthcare data into various data models as required by different organizations and research projects.
•Applies business rules and transforms data, using SQL, based on research requests
•Creates extraction, transformation, and loading (ETL) of data from various sources, such as databases, files, or APIs, and merges them into a centralized data repository or data warehouse to normalize data that supports better decision-making, data analysis, and reporting.
•Actively participates in validation and de-identification processes for data privacy and security.
•Understands, interprets and analyze EMR data to support clinical research
Enterprise Systems Design and Architecture Facilitation:
•Leads the architectural design, development, deployment, and ensures technical excellence of large-scale enterprise data applications spanning multiple technologies.
•Conducts research and recommends products, tools, services, protocols, and standards that align with the data management strategy.
•Collaborates with system architects to devise methods for synchronizing data entering the enterprise data warehouse from multiple sources.
•Ensures that new systems and applications adhere to existing data management practices, policies, and procedures.
•Takes charge of complex technical discussions related to data warehousing, integration, and overall technology solutions and design.
Translation of Business Needs:
•Translates business needs into comprehensive technical requirement specifications.
•Identifies system or application requirements based on business needs.
•Analyzes current business practices, user needs, and workflow processes.
•Develops architecture specifications that seamlessly integrate customer business requirements into complete information systems or operational solutions.
•Performs vendor analyses and makes informed recommendations.
Data Governance Program Participation:
•Actively participates in the Data Governance Program for Texas Children's, ensuring that the initiatives align with corporate goals.
•Collaborates with business areas to develop, document, and maintain data definitions for data warehouse, business intelligence tools, and clinical integration and quality reporting.
•Acts as a liaison between leaders and staff, fostering effective communication and coordination.
•Provides leadership with measurable insights into the effectiveness of data governance and data quality.
•Resolves conflicts related to shared data and potentially sharable data if consensus is not reached amongst business areas.
•Drives the prioritization of projects and resources that advance the goals of Data Governance and facilitates the corporate project portfolio management process.

Data Integrity Management:
•Devises and implements a robust data management strategy to achieve and maintain high data quality.
•Develops and enforces effective methods and validation mechanisms to ensure data quality and accuracy at the point of entry.
•Conducts regular data audits, utilizing audit results to measure and enhance performance of data entry personnel, IT, and relevant business units.
•Plans and executes mass data-cleansing initiatives to eliminate corrupt or redundant information from corporate databases.
•Applies the principles of continuous quality improvement to drive effective and efficient business information practices.

System Problem Analysis and Modifications:
•Identifies and resolves data quality issues, such as uniqueness, integrity, accuracy, consistency, and completeness, in a cost-effective and timely manner.
•Identifies root causes of poor data quality, implements targeted solutions, and effectively communicates findings to employees, management, and stakeholders.
•Ensures that project management and software development methodologies encompass the necessary steps, activities, and deliverables to achieve high-quality data.

C ommittee Participation:
•Represents the Information Systems (IS) department as an active member in designated committees.
•Communicates the goals, challenges, and proposed solutions of the designated committees to IS management.

Knowledge and Skills:
•Possesses a comprehensive understanding of the IT industry, with expertise spanning application development, servers, networks, and databases.
•Demonstrates familiarity with diverse hardware and software environments.
•Proficient in architecting internet and client-server systems, as well as integration and communications platforms.
•Exhibits strong skills in process mapping, group presentation, written and verbal communication, analysis, and organization.
•Capable of effectively managing multiple projects simultaneously while adhering to stringent timelines.
•Applies knowledge of how the industry leverages IT to address business challenges, including technical standards, infrastructure, cross-industry trends, roadmaps, and IT enablers.
QUALIFICATIONS
Education
- Bachelor's Degree computer science, business administration, healthcare administration or business or technology field required
- Master's Degree computer science, business administration, healthcare administration or business or technology field preferred
Experience
- 7 years
Seven (7) years of experience in data warehouse/business intelligence and internet/client server systems including three (3) years of RDBMS experience in data types, change control implications, performance optimization and full life cycle phase software development.
- Healthcare data experience preferred
- Epic clarity data experience preferred
- Strong SQL experience preferred
- Healthcare research experience preferred
Experience offset:
Master's degree in computer science, business administration, healthcare administration or other business or technology field may substitute for two (2) years.
