General description

Join the Contract Administration and Procurement team as a Procurement and Contract Professional! Work involves the execution and administration of procurement contracts by defining and reviewing requirements and negotiating, awarding, developing, managing, and monitoring procurements and related contracts. Contributing to the establishment goals and objectives, developing guidelines, procedures, policies, training, rules, and regulations for the agency. Maintains data, monitors agency procurement and contract management systems including the agency system of record (CAPPS) as well as other key supplemental systems such as the Contract Repository (in SharePoint) and the supplemental Planning, Procurement, and Contract Management System (in Salesforce). The candidate must have the ability to learn new concepts quickly and apply knowledge appropriately in a highly active environment with ever-changing circumstances. Qualifications


Minimum Qualifications:

  • Graduation from an accredited college or university with a bachelor’s degree.
  • Experience with supply chain management, procurement, contract management/monitoring, or auditing.
  • Experience with facilitating meetings and work sessions.

Preferred Qualifications:

  • Graduation from an accredited college or university with a bachelor’s degree in Business, Public Administration, Supply Chain Management, Procurement, Computer Science, or Law.
  • Experience managing high value contracts or conducting procurements (especially Information Technology experience working with the Centralized Accounting and Personnel Payroll System (CAPPS), including the contracts module.
  • Experience of effectively managing complex workloads, working with large teams, and coordinating/directing teams.
  • Experience with planning, developing, drafting, managing, or overseeing contract instruments or purchase orders per the guidelines and procedures published in the Texas Procurement Manual and the Texas Contract Management Guide.
  • One year experience of effectively using or working with Salesforce.

Substitutions:

  • One additional year of experience performing supply chain management, procurement, contract management/monitoring, or auditing work may substitute for thirty semester hours of educational requirement with a maximum substitution of 120 semester hours (four years).
  • Certification as a Certified Texas Contract Manager (CTCM) or Certified Texas Contract Developer (CTCD) may substitute for one year of the required experience or thirty semester hours (one year) of educational requirement but may not substitute for both experience and education.

LICENSES / CERTIFICATIONS

  • Certification as a Certified Texas Contract Manager (CTCM) or Certified Texas Contract Developer (CTCD) must be obtained within 6 months of employment. Must be duel certified within 12 months of employment.
  • Preferred Certifications: Certified Texas Contract Manager (CTCM), Certified Texas Contract Developer (CTCD), or both (duel certified) certification at time of interview.

In this role you will:

Knowledge of:

  • Contract administration or other contract’s role, such as oversight, monitoring, cost monitoring for contracts, and/or issue resolution; OR Procurement and purchasing, such as creating requisitions, gathering requirements, preparing solicitations, managing evaluations, and/or issuing Purchase Orders (POs).
  • The Texas Contract Management Guide.
  • Knowledge of best practices for procurement, contract management and monitoring of contracts.
  • Procurement, Contract administration, and cost monitoring for large scope or high-dollar contracts.
  • Effective business relationship management.
  • Facilitation methods.
  • Procurement, Statement of Work development and contract/specification review, development, and oversight.
  • Work planning and prioritization.
  • Microsoft suite of tools, including Teams, SharePoint, Excel, Word, Outlook, etc.

Skill in:

  • Preparing concise and accurate proposals and recommendations that are accurate, timely, and based on sound judgment.
  • Preparing and submitting clear, concise, and accurate reports that clearly convey program data.
  • Data collection, analysis, and report creation.
  • Provide customer service that meets and exceeds the expectations of internal and external customers.
  • Effectively assisting management to manage team activities and day to day operations to meet division and agency goals.

Ability to:

  • Foster collaborative relationships across organizational lines.
  • Interpret state statues, and agency policies and procedures.
  • Establish and maintain working relationships with co-workers, agency staff and management to achieve common goals.
  • Plan, organize, and prioritize multiple assignments to effectively manage assigned tasks Work with others to achieve a common goal.
  • Create an environment that fosters excellent performance by demonstrating a high level of integrity, strong work ethic and commitment to meet deadlines.
