Position: Finance Manager
Location: Daytona Beach, FL
Salary Range: $87,500.00 DOE
FLSA Status: Exempt

POSITION SUMMARY:
Supervises the Accounting Department staff, including the calculating, posting, verification, and record storage of financial data for use in maintaining accounting, statistical and master trust records at Community Partnership for Children (CPC). Supports the Chief of Business Operations & Finance and Contracted Chief Financial Officer (CFO) in the financial analysis of operations and programs
PRINCIPAL DUTIES AND RESPONSIBILITIES:
  • Oversees the daily operations of the CPC Accounting Department and provides leadership for daily accounting operations and staff.
  • Reviews and approves coding of standard and recurring invoices and deposits. Codes and analyses non-standard AP/AR/GL entries.
  • Responsible for preparing payroll entries to include mapping of company payroll general ledger interface.
  • Reconciles GL accounts and submits proposed adjusting entries to Contracted CFO for approval.
  • Reviews monthly Master Trust account balances, ensures compliance with Social Security regulations.
  • Prepares monthly FSFN OCA reconciliation for approval by Contracted CFO.
  • Prepares the State of Florida, Department of Children & Families (DCF) invoice.
  • Identifies positive and negative financial trends and makes recommendations to the Contracted CFO accordingly.
  • Monitors grant expenditures; provides required reports.
  • In coordination with Contracted CFO, ensures agency operations are in accordance with established financial policies and standard operating procedures to remain compliant with Uniform Grant Guidance 2 CFR Part 200, including specific requirements associated with the array of funding streams that encompass the Agency’s funding mix.
  • Maintains internal control procedures to ensure compliance with sound accounting practices and DCF regulations.
  • Participates in quality improvement process as required.
  • Participates in the preparation of organizational budgets and assists management in developing proper expense allocations for funding purposes.
  • Provides financial analysis support to the Contracted CFO and other senior management, including policy interpretation and financial analysis.
  • Regularly reviews and tests financial records for irregularities, conducts due diligence assessments as needed under the guidance of the Contracted CFO.
  • Coordinates and participates in all fiscal monitoring/audits performed by DCF and contracted audit firms. Serves as primary point of contact for financial auditors.
  • Prepare and update the Cost Allocation Plan.
  • Participate in agency-wide strategic planning.
  • Oversee the development of policies and standard operating procedures for all areas under supervision.

EXPERIENCE/PERFORMANCE REQUIREMENTS (Knowledge, skills and abilities):
  • Ability to establish and maintain effective working relationships with others, including members of outside agencies.
  • Must have comprehensive knowledge of a variety of computer software applications in word processing, spreadsheets, database and presentation software, including all MS Office Suite applications: Word, Excel, PowerPoint and Office. Experience with MIP accounting software preferred.
  • Experience and understanding of grants and working with state agencies. Experience working with the Department of Children and Families is preferred.
EDUCATION REQUIREMENTS
  • Master’s Degree from an accredited college and a minimum of 5 years relevant senior management experience in a not-for-profit organization or Department of Children and Families overseeing the accounting/budgeting/business management functions.
LICENSES AND CERTIFICATIONS
  • Possess a current Background Clearance Screening Letter as required by DCF.
  • If local travel is required, a Valid Florida driver’s license and documentation of current automobile insurance is required.
PHYSICAL DEMANDS AND WORK ENVIRONMENT
Employee will work in an office/clerical environment. The employee will work predominantly seated with recurrent need to walk, stand, and bend from the waist. Occasional light lifting, stooping, and climbing may be required. Occasional local travel.
