POSITION SUMMARY

The Community Services Program Director (CSPD) is responsible for daily operations and oversite of programs funded by the Indiana Housing and Community Development Authority, including but not limited to direct program oversight for the Housing Choice Voucher Program (HCVP), the Low-Income Household Energy Assistance Program (LHEAP/EAP) and the Community Service Block Grant (CSBG). The CSPD serves on the agency’s leadership team to implement strategies to enhance efficiency, effectiveness, and impact across all service areas. The CSPD oversees contract/grant compliance for assigned program areas and must be able to manage multiple programs and $1M budgets.

REQUIRED SKILLS/ABILITIES/KNOWLEDGE

· Extensive knowledge of and sensitivity to the unique challenges faced by families living in poverty.

· Solid history working in direct service programs serving low-income families, preferably within a Community Action Agency.

· Exceptional leadership skills and proven success in maintaining relationships with staff, clients, and partners.

· Strong computer skills, including expertise using Word, Excel, and PowerPoint. Ability to maintain databases and generate reports that comply with agency and contract requirements.

· State and federal grant and/or contract experience, including developing budgets, work plans, and reports, is required.

EDUCATION & EXPERIENCE

Master’s in human services, nonprofit management, or public administration preferred. Bachelor’s degree in business, family/human services, nonprofit management, public affairs or a related field, and a minimum of seven years of professional leadership and supervisory experience.

RESPONSIBILITIES

Program Administration 60%

· Supervise Community Service Program (CSP) staff and volunteers.

· Ensure high-level legal and regulatory compliance, confidentiality, and fiscal oversight.

· Prepare and present monthly and annual report(s) that are timely, accurate, and useful.

· Keep current on all governmental and contractual regulations, procedures, and systems related to program management.

· Coordinate and oversee all CSP audits and monitoring (federal, state, and local).

· Review all program procedures and processes to recommend program and systems improvements.

Planning and Policy 20%

· Assist with data collection and analysis for reports, including but not limited to annual CSBG Reports and Community Needs Assessment.

· Contribute to grant proposals and grant applications

· Monitor program budget and outcomes to ensure maximum return on investment.

· Participate in organization and program policy development as a leadership team member.

· Represent the agency at community meetings, coordinated services workgroups, and local taskforces.

· Remain current on nonprofit best practices and state and federal law(s) regarding program operations.

Strategy & Organizational Development 20%

· Partner with the Executive Director on operational and program goal setting; provide strategic recommendations based on community needs assessment, CSBG organizational standards, compliance standards, and regulations (including program revenue/expense analysis and cost allocations).

· Develop and implement program-level quality improvement plans to foster improvement and manage state-issued plans as needed.

· Participate in the ongoing strategic planning process as a leadership team member.

· Oversee long-term budgetary planning and cost management in alignment with strategic plans for all programs.

· Coordinate staff training and development, and other HR processes with the Chief People Officer.

Perform other related duties as assigned.

PHYSICAL REQUIREMENTS

· Ability to bend, squat, climb, and sit for long periods of time.

· Must be able to lift up to 35 pounds.

OTHER REQUIREMENTS

· Must possess a current driver's license or state ID and be able to travel to meetings, training, and CFS site locations and events.

· Home internet is required for remote opportunities.

· Must be willing to sign a confidentiality statement and pass a Criminal Background Check.

Pay: $58,000.00 - $62,000.00 per year
