Community Action Partne is Hiring a Program Manager Near Dover, NH

GENERAL DESCRIPTION

This position is responsible for managing all CAPSC Energy Efficiency and Heating Repair and Replacement programs. This position reports directly to the Director of Housing Development and Revitalization. Primary functions include oversight of daily program operations, management of subcontractors, field workers, work-flow, budget monitoring, staff supervision and planning. Ensures the agency meets all standards for job production, job completions, safety, quality and cost. Ensures the program meets standards outlined in the national SWS and the New Hampshire Weatherization Assistance Program Field Guide.

 EDUCATION and/or EXPERIENCE

  • Bachelor’s degree or four years of professional experience
  • Prior management or supervisory experience
  • Prior project management experience helpful
  • Experience using MS Office products particularly Excel and Word
  • Ability to communicate effectively both verbally and in writing
  • Ability to travel as needed
  • Detail oriented
  • Ability to coordinate and multi-task
  • Be able to lift 25lbs

DUTIES AND RESPONSIBILITIES

  • Responsible for all agency energy efficiency activities
  • Participate in the development and management of program budgets
  • Identify, develop, plan, and oversee large-scale energy efficiency projects
  • Authorize program expenditures
  • Effectively work with staff to ensure the department meets minimum NH DOE guidelines
  • Effectively work with staff and contractors to ensure the department meets production goals
  • Reviews, monitors and approves all Weatherization jobs 
  • Manages internal program operations including monitoring of job cycles, contractor management, etc.
  • Monitors grant awards and prepares monthly reports
  • Coordinates with the Fiscal department in creating monthly reimbursement packages
  • Monitors all aspects of energy jobs including files, records and timelines
  • Assists in grant writing and media events
  • Inspects weatherization files for completeness
  • Attend meetings, participate in trainings as required
  • Occasional travel for training and conferences
  • Maintain good working relations with funders, utilities and customers and crews
  • Prepare and present both agency and program information for public speaking venues as required
  • Establish collaborative relationships with area landlords, vendors, contractors and service providers
  • Meet regularly with staff to provide effective feedback regarding performance and professional development
  • Provide monthly program updates and development efforts to Management
  • Develop and maintain a supportive team service environment
  • Complete annual staff evaluations as required by the CAPSC Policies and Procedures manual
  • Coordinates all production activities with the Director of Housing Development
  • Works directly with Energy Auditors, QCI’s and contractors through all phases of job completion
  • Participates in funder monitoring evolutions
  • Participates in the NH WAP Technical Committee
  • Actively participates in all NH WAP meetings and conferences
  • Advocates for energy efficiency programs as they relate to the low income population
  • Seeks additional revenue and grant opportunities
  • Represents the agency in a positive and professional manner
  • Be expected to learn and master the technical aspects of energy efficiency projects including use of platforms such as Avid, FAP, Compass, TREAT and the NH DOE Swap System
  • Be expected to develop technical knowledge through the study of the NH Weatherization Field Guide, the national SWS and the NH Weatherization Assistance Program State Plan
  • Be expected to identify improvements to existing processes and make improvements to those processes
  • Become familiar with all energy efficiency funding sources

  • Supervision of Weatherization program staff

EMPLOYMENT SCREENING
