The pay range for this position is $17.46 - $22.93 per hour

The State of New Hampshire, Department of Safety, Division of State Police, Criminal Records Unit has a full-time vacancy for Program Assistant I, SOC Title 43-4190 MISC RECORDS CLERKS-2. This position has a 37.5 hour work week and is considered non-exempt.

SUMMARY: Performs diverse duties to receive, review, verify and process criminal history transactions, including capturing applicant fingerprints, for the Division of State Police, Criminal Records Unit.

18 Months or 1.5 Years of additional relevant experience = Associate's degree

36 Months or 3 Years of additional relevant experience = Bachelor's degree

54 Months or 4.5 Years of additional relevant experience = Master's degree

MINIMUM QUALIFICATIONS:

Education: High school diploma or high school equivalency credential. Each additional year of approved formal education may be substituted for one year of required work experience.

Experience: Three years of experience in responsible clerical position, including experience interacting directly with the public.

License/Certification: Must possess or be able to obtain State Police On-Line Telecommunications System (SPOTS) certification within 90 days of hire.

SPECIAL REQUIREMENTS: Selected candidate will undergo a fingerprint-based criminal background check and motor vehicle record check in order to ensure suitability for exposure to confidential information.

RESPONSIBILITIES:

Reviews applications for criminal history records for completeness and accuracy and verifies information against current laws, administrative rules, and information obtained from a variety of databases to validate the release of criminal history record information, to processes the requests, and to accurately collect an established fee when applicable.

Captures applicant/licensee tenprint images electronically using Automated Fingerprint Information System (AFIS) livescan equipment for the purpose of conducting a non-criminal justice record check through the FBI criminal history record database.

Utilizes the online Portal to process applicant appointments, review requests, validate applicable RSA related to the request and enters identification data as needed. Accurately matches the Tracking Identification Number (TIN) generated by the AFIS system to the applicant’s appointment record in the online Portal to ensure an absolute match to prevent incorrect results being disseminated on an individual or unreported results due to a mismatch of information.

Assists in the development and functionality of the online Portal and subsequently provides assistance to state Portal users, including internal and external stakeholders. Assists stakeholders in deciphering both State and FBI records for the purpose of determining eligibility for employment.

Conducts general research into criminal history record information and applies knowledge of federal and state rules, regulations and statutes pertaining to properly identifying potential aliases to determine whether the applicant has previously utilized another name or identity to ensure an accurate and complete record is compiled and released to the requestor.

Corresponds with the public and law enforcement agencies to request additional information when needed to establish complete and official records on an individual. Obtains clarification from law enforcement or the courts on information relating to criminal records.

Builds and maintains an understanding of state statutes, Code of Federal Regulations (CFRs), state and federal policies and procedures, Department administrative rules, and Division policies to individuals seeking to obtain criminal records.

Prepares reports of caseload, including queued and processed requests, and presents to supervisor for decision-making related to workflow, training needs and coverage adjustments.
