Community Action Marin (CAM) is seeking a passionate and organized Benefits Enrollment Coordinator to help connect low-income clients to vital public assistance programs. In this role, you will screen clients for eligibility and assist with applications, interviews, document submission, renewals, and advocacy for programs like CalFresh, Medi-Cal, LIHEAP, and more.

Job Summary: The Benefits Enrollment Coordinator (BEC) is responsible for enrolling clients served across all CAM programs and services into public benefits for which they are eligible. The BEC collaborates across departments to build awareness and capacity among CAM’s Success Coaches responsible for connecting clients to appropriate public benefits. This position requires a deep understanding of various public assistance programs, strong organizational skills, and a commitment to improving the well-being of our clients through access to public benefits.

Primary Responsibilities

Public Benefits Center Service Delivery

  • Under the direction of the Benefits Enrollment Manager, screens individuals for public benefits eligibility and assists with applications, mandatory interviews and document submission, renewals, and advocacy for LIHEAP, CalFresh, Medi-Cal, CalKIDS, tax assistance, and other key public benefits programs.
  • Conducts culturally responsive outreach to diverse stakeholder groups at times and locations that are accessible to low-income community members.
  • Tracks outputs and outcomes related to service delivery to facilitate successful completion of contracted deliverables.
  • Stays abreast of changes in public benefits policies and regulations to ensure outreach and service delivery remain updated and aligned with best practices statewide.
  • Maintains accurate and organized records of client interactions, benefit applications, and program outcomes.
  • Co-develops distribution materials, social media and newsletter content, and announcements to facilitate timely communication about goals, referral processes, eligibility updates, etc.

Quality Assurance

  • Attends monthly Success Coach meetings to ensure all Coaches have up to date program, eligibility and enrollment information and are equipped to engage their clients in the agency’s benefits enrollment process.
  • Participates in meetings with individual CFS and Programs teams to invite feedback about standard operating procedures, assess individual clients’ needs, and incorporate feedback into systems improvements that work for all agency stakeholders.
  • Implements quality assurance measures to guarantee the accuracy and completeness of benefit applications and related documentation.
  • Supports the Manager with identifying areas for improvement and implements corrective actions that reflect community needs and experiences.
  • Uses empowOR to record applications submitted and other activities and outcomes to support agency reporting requirements.

Referral Partnerships and Collaboration

  • Co-coordinates strategic partnerships with County of Marin Department of Health and Human Services, San Francisco-Marin Food Bank, and other key benefits allies to improve client experience, expand program reach, and streamline referral and enrollment processes.
  • Advocates for clients with County and State Social Service agencies by addressing gaps in service delivery and assisting clients in filing appeals and other actions.
  • Collaborates with CAM staff and partner agencies to identify qualifying clients and resolve client eligibility and access issues.
  • Attends all eligibility-related meetings and trainings to ensure best practices are incorporated into standard operating procedures.
  • Other duties as assigned by manager.
  • Bilingual English and Spanish Required – verbal and written.
  • Associate’s Degree in Social Services or related field, or equivalent significant experience in a government or community-based service setting (e.g., benefits program, health center, workforce development program).
  • Experience screening and enrolling diverse client populations in CalFresh, Medi-Cal, CalWORKS, or other public benefit programs.
  • Ability to successfully proofread, correct and review forms and data for successful submission.
  • Exceptional client service skills rooted in a trauma-informed, healing centered approach.
  • Ability to work independently and exercise good judgement with appropriate supervision.
  • Ability to work as a collaborative team member.
  • Ability to maintain strict confidentiality regarding client information.
  • Proficiency with Microsoft Office software required: Outlook, Word, Excel, Teams, and PowerPoint.
  • Must have valid and current California Driver’s License with clean or acceptable driving record and auto and liability insurance with reliable transportation.

Physical Requirements

  • Feel: perceiving attributes of objects, such as size, shape, temperature, or texture by touching with skin.
