Our programs are spread across 25 locations and include over 1200 units of supportive housing in three boroughs, the Howie the Harp Advocacy Center, East Village Access—a PROS program, Peer-driven Crisis Respite Center, Adult Home Initiative and Assertive Community Treatment (ACT).

Department Overview

The Property Management Department acts as the managing agent for (1) buildings that Community Access (CA) owns or controls; (2) buildings for which CA has contracted to provide property management services; and (3) individual apartments in other buildings that are part of CA’s “scattered site” supportive housing programs. The Property Management department is responsible for lease maintenance, rent collection, property financial reports and compliance with government regulations (such as Low-Income Housing Tax Credits, HOME, and Housing Trust Fund).

Wage: $30.76 to $34.61

Position Overview

The Property Manager will foster a supportive environment that promotes residential stability, tenant empowerment, and community integration all while, collaborating with supportive service providers and other stakeholders to coordinate eviction prevention efforts, housing orientations, referral and intake processes, and policy development. The Property Manager has the responsibility of ensuring compliance with all applicable federal, state, and local regulations, such as HUD, LIHTC, and Fair Housing laws related to tenancy include eligibility and ongoing subsidy provisions. An important role of the Property Manager is also assisting with managing waiting lists, processing applications, screening, and qualifying applicants, in accordance with the property’s regulatory agreements, HUD, Fair Housing, and NY rent stabilization laws; leasing – facilitate renewal leases, enforce lease terms, conduct private conferences due to lease violations, issue lease violations as needed and Rent Collection – enter monthly rent charges, ensure rent statements are sent to residents, collect and post rent payments, generate monthly accounts receivables reports, send late rent payment notices, enter monthly subsidy charges, ensure subsidy payments are received, investigate why subsidy charges have not been received and facilitate corrective actions.

Qualifications

  • A minimum of a high school diploma or equivalent (GED) with 2 to 5 years previous experience in real estate or property management in supportive and/or low-income tax credit housing required.
  • Accredited Residential Manager or Bachelor’s degree in related field, preferred.
  • A working knowledge of property management principles and practices, especially related to affordable housing programs and tax credit compliance is required.
  • Proficiency in computer skills, such as Microsoft Office, property management software (Yardi preferred), and online databases is required.
  • Excellent communication, interpersonal, organizational, and problem-solving skills is required.
  • Certification in Low Income Housing Tax Credits required within 6 months of employment.
