Job Duties
Are you knowledgeable of budgeting practices, principles, and procedures? Do you have experience in accounting, finance, or governmental budgeting? Then look no further! The Virginia Department of Energy, Administration program, is seeking a Financial Analyst to complete high-level financial and grant management, reporting, and evaluation to ensure funds are being maximized and utilized appropriately. The successful candidate will perform expenditure and budget analysis, confer with agency management, provide guidance on financial matters, and audit grants to ensure compliance with Federal and State guidelines.
Minimum Qualifications
The successful candidate should have the following knowledge, skills, abilities, and experience in order to qualify for this position:
• Knowledge of principles and practices of budget planning, formulation, evaluation and execution
• Comprehensive knowledge of General Accepted Accounting Principles (GAAP) and/or Governmental Accounting Standards (GASB) pronouncements
• Knowledge of fiscal accounting functions and operations
• Demonstrate ability to assemble, analyze and prepare reports covering complex financial data
• Demonstrate ability to plan and coordinate budget management functions and prepare evaluation of complex budget requests
• Ability to work with management to effectively communicate and present plans, budgets, and recommendations
• Ability to work independently, multitask, and meet constant deadlines
• Knowledge of state accounting and federal grant systems or similar processes
• Ability to apply computer skills in Windows, and network environments with specialized software
• Comprehensive knowledge of Excel functions to manage multiple levels of budgets for several program areas
• Experience developing and managing budgets in a high-paced level
• Experience in accounting, finance, or governmental accounting
• Experience in multi-level coding for program areas or cost coding within budgeting
• Experience in General Ledger activities to include reconciling accounts, journal entries and researching out of balance accounts for month end and year end processes
• Demonstrate knowledge of state fiscal services operations and automated accounting systems such as Cardinal or other accounting systems
• Frequent travel to our Charlottesville and Richmond offices is required
• A valid driver’s license with a good driving record
This position has been designated as required to file a Statement of Economic Interest in accordance with Section 2.2-3114 of the Code of Virginia. The individual accepted for employment will have to pass a drug test with successful references as part of the Virginia Energy pre-employment process.
