Job Duties

Primary Purpose of the Organizational Unit:
Student Health Services strives to provide students with high quality health care, wellness education, and health promotion services to enable them to develop and maintain a solid foundation for healthy lifestyle practices. Student Health Services “supports all initiatives to create a healthy campus climate guided by the values of cultural inclusion, respect, equality, and equity” (American College Health Association Non-Discrimination Policy, 2011). In addition, Student Health Services strives to meet the demonstrated needs of our diverse student population, in accordance with the core values, vision and mission of Norfolk State University and the Division of Student Affairs.
Primary Purpose of the Position:
Under the direction of the Vice President for Student Affairs, plan, organize, and direct Spartan Health programs, operations and activities addressing the physical, social and mental health needs of students of the Norfolk State community; including the screening, assessment, diagnosis and treatment of health conditions, prevention programming, health education, and health and safety risk management; coordinate and direct communications, services, resources and information to meet student health needs and ensure smooth and efficient Department activities; supervise and evaluate the performance of assigned staff.
Duties and Responsibilities:
Health Center Operations & Management (include % of responsibility)
• Plan, organize, and direct Student Health Services operations and activities; ensure that related activities comply with established standards, requirements, laws, codes, regulations, policies, and procedures; implement and evaluate Program Review processes and student learning outcome assessments; develop, implement, and evaluate standardized procedures and clinical protocols. Assures compliance with HIPAA / FERPA and the Virginia immunization compliance laws.
• Plan, organize, promote, and direct health education functions and activities to enhance health awareness, and participate in the development of health promotion outreach activities.
• Monitor and evaluate health services for financial effectiveness, operational efficiency, and capacity to meet student health needs; direct the development and implementation of health services, systems, standards, programs, policies and procedures.
• Oversee the provision of licensed healthcare provider services, nursing staff, and pharmacy management; coordinate and provide the screening, examination, diagnosis and treatment of medical conditions, illnesses, and injuries in individuals; ensure proper and accurate identification of and response to medical and psychological emergencies.
• Develop and prepare the budgets for Spartan Health; analyze and review budgetary and financial data; authorize expenditures in accordance with established limitations; monitor budgets based on available revenue from multiple sources; research and identify additional external revenue resources appropriate for the department. The Director will plan and organize multiple business components of a [include overall operating budget], to include financial planning, accounting, purchasing, inventory, payroll, personnel administration, and facilities management.
• Supervise the development, maintenance, and security of the department’s electronic health records, including database management and compliance with the release of protected information for subpoenas.
Outreach, Health Promotion, and Education (include % of responsibility)
• Coordinate and direct communications, services, resources, and information; direct the development and implementation of student health programs, services, projects, strategies, policies, procedures, goals, and objectives to meet current and future student health needs.
• Coordinate health services and related communications and information between faculty, staff, and students; ensure proper and timely resolution of health service issues.
• Assess and support health and safety risk management issues for the university; serve as a member of the emergency management team; review and analyze Incident Reports and recommend actions.
• Provide technical information and assistance to the Vice President of Student Affairs concerning health services, activities, needs and issues; assist in the formulation and development of policies, procedures and programs.
• Communicate with other faculty, staff, students and external organizations to coordinate activities and programs, resolve issues and exchange information.
Leadership, Supervision and Training (include % of responsibility)
• Train, supervise and evaluate the performance of assigned staff; interview and select employees and recommend transfers, reassignment, termination, and disciplinary actions; ensure that required licensures and certifications are current for healthcare provider positions.
• Develop department orientation and training sessions; implement new methods to increase efficiency and patient care experiences; collaborate with Student Health Services staff to enhance integration of services, provide professional development activities and evaluate the quality and effectiveness of health programs and services.
Advocacy (10%)
• Serve as liaison and advocate for the campus community by expanding health-related services and benefits; advocate for increased access; develop contracts and partnerships with external health service vendors; collaborate with other agencies to obtain grant funding to address identified student health support needs.

Minimum Qualifications

1. A Bachelor’s degree in Nursing, Health Education, Counseling, Health Care Administration, Public Health, or Community Health.
2. 3-5 years’ experience managing a college health center or outpatient ambulatory health center.
3. Demonstrated principles, terminology, practices, procedures and techniques related to the screening, assessment, diagnosis and treatment of physical and mental health conditions, public health programming, and health education.
4. Exepereince with college student health care and wellness issues and desire to work with students.
5. Expereince with college, State, and Federal standards and requirements governing health services, which includes applicable laws, codes, regulations, policies and procedures.
6. Demonstrated preventative measures and assessment methods related to health care activities.
7. Demonstrated public health agencies and local health care resources, which includes applicable laws, codes, regulations, policies and procedures.
8. Demonstrated principles and practices of administration, supervision, and training.
9. Effectively train, supervise and evaluate the performance of assigned personnel in a healthcare environment.
10. Direct health education functions and activities to enhance student health and awareness.
11. Communicate effectively both orally and in writing.
12. Interpret, apply, and explain laws, codes, regulations, policies and procedures.
13. Establish and maintain cooperative and effective working relationships with others.
14. Analyze situations accurately and adopt an effective course of action.
15. Direct the maintenance of a variety of reports, records and files related to assigned activities.
16. Demonstrate sensitivity to, and respect for, a diverse population.

Additional Considerations

1. Master’s degree in nursing, Healthcare Administration, Business Administration, Healthcare Leadership or a closely related area.
2. 5 years’ experience in college health or managing a health center with a focus on young adult health.
