Job Duties

The Virginia Department of Agriculture and Consumer Services, Office of Charitable and Regulatory Programs, is seeking an individual to serve as Charitable Gaming Texas Hold’em Tournament Inspector in central Virginia. The assigned territory includes the counties of Henrico, Chesterfield, Prince George, Surry, Charles City, and New Kent. Duties include enforcing the Charitable Gaming statute and related regulations; conducting Texas Hold’em Tournament inspections of organizations permitted to conduct tournaments throughout the state, as well as other forms of Charitable Gaming as needed to include providing orientation training to newly permitted organizations, as well as ongoing training to existing organizations to promote best management practices or to correct deficiencies identified during the inspection process or through financial reviews and audits; inspecting and assuring the legitimacy of electronic pull-tab devices at the time of installation if required, including hardware and software verifications, and approving their subsequent use by permitted organizations. The Charitable Gaming Inspector will also provide periodic reports to management; develop investigative strategies and apply departmental policies and procedures to resolve complaints; research, collect, and analyze evidence, and prepare legally comprehensive, technical investigative case reports for enforcement action by appropriate legal authorities. The selected individual will establish and work from a home office and will be required to live in, or within a reasonable distance, to the inspection territory. The home office must have reliable access to a network for mobile communications. A state car will be provided for business use only and must remain parked within the territory assigned. This position involves extensive travel throughout the state and includes non-traditional work hours such as overtime, weekends, holidays, and nights. Hours worked between 5pm and 7am would be eligible for shift differential.

Minimum Qualifications

Practical knowledge of inspection, investigation, and enforcement procedures; knowledge of standard business, operational and financial practices; and knowledge of acceptable evidence collecting and report writing techniques and formats. Demonstrated ability to understand, interpret and apply laws and regulations; investigate complaints and make analytical decisions; conduct in-person inspections to extract information of a financial or operational nature along with the ability to inspect Texas Hold’em Poker Tournaments, with additional duties of inspecting gaming devices as-needed; communicate and respond diplomatically under stressful situations; observe environment and other conditions as they exist, recognize problems and apply standards; and interpret, apply and complete technical documents and records to support findings and effectively communicate these findings in writing to others in a legally defensible manner. Exceptional customer service and communication skills, both oral and written, to include providing training along with demonstrated effective organizational and planning and prioritizing skills are needed with the ability to work independently. Proficiency with standard office software applications is required. Must have (or be eligible for) and maintain a valid driver’s license and have a driving record that reflects a sense of responsibility for highway safety. The physical demands for this position include the ability to drive for extended periods of time while covering a large, assigned territory; the ability to bend as needed, distinguish colors and exhibit manual dexterity; and the ability to work in enclosed environments where tobacco products, including cigarettes, are frequently used. H.S. Diploma/GED required.

Additional Considerations

A combination of related education, training and experience indicating possession of the preceding knowledge, skills, and abilities to include knowledge of public administration, business, criminal justice, or a related field in addition to knowledge of charitable gaming laws and regulations.
