COMMONWEALTH LAND TRUST is Hiring a Low Threshold Permanent Supportive Housing Program Manager Near Boston, MA

Job Summary: Commonwealth Land Trust’s (CLT) “Housing First” grants provide low-threshold housing and clinical services to individuals experiencing homelessness, substance use disorder, and living with, or at high risk for, HIV infection and co-occurring conditions. We are seeking a dedicated and experienced Low Threshold Permanent Supportive Housing Manager to oversee our Housing First programs in Boston and Lawrence. As the Housing Manager, you will be responsible for program management, development, and ensuring the well-being of approximately 120 individuals. Your role will involve managing landlord relations, budgeting and supply procurement, collaborating with an interdisciplinary team of support staff, managing all housing documentation, and maintaining positive relationships with residents.

Location: Travel is required to multiple sites in Boston and Lawrence, including Commonwealth Land Trust (CLT)-owned properties as well as “scattered sites” with CLT clients in housing owned by private property owners in Boston and Lawrence. Day-to-day work is conducted in Boston at CLT’s main office in Roxbury Crossing, 1059 Tremont Street, Suite 2; and in Lawrence at 248 Broadway.

Compensation: $75,000 to $90,000 annual salary, plus generous benefits. Schedule is full-time, normal business hours Monday through Friday, plus some flexibility for emergencies or special events on nights and weekends.

Duties and Responsibilities: Assist clients who are experiencing chronic homelessness, active substance use disorders, and other physical and mental health barriers to apply for, secure, and maintain permanent, safe, affordable housing at CLT properties or scattered sites. Work with a multi-disciplinary team including landlords, clinical staff, and administrative support, to provide high quality housing and supportive services to vulnerable residents.

· Accept or solicit referrals, complete and track applications for various public and private housing opportunities in the community. Work with Supportive Housing Managers and the Director of Marketing and Outreach to identify vacancies and fill for the Housing First program.

· Reach out and maintain relationships with authorities, programs, community partners, and other landlords to facilitate housing prospective applicants.

· Inspect units for readiness, show units to prospective applicants, and follow up as needed on unit turnovers. Perform annual recertifications and unit inspections in coordination with CLT property management and external landlords.

· Prepare move-in documents, ready supplies for incoming residents, and coordinate move-in with assigned medical case manager, maintenance, and other staff as needed. Walk applicants through the lease negotiation and move-in process and complete documents with them.

· Work closely with client’s support team, including CLT medical case managers, to secure and maintain housing, trouble-shoot any issues that may lead to housing instability. Encourage clients to create a health team including themselves, a medical case manager at CLT, primary care providers, mental health care and substance use/addictions treatment providers, and other important services within the continuum of care.

· Manage all data related to Housing First grant reporting including data gathering from support staff, ensuring compliance with future audits, and assisting with budget forecasts for supplies and inventory. Maintain schedules and data trackers. Monitor needs and compliance, follow up on open items and coordinate issue resolution. Report on metrics as required or requested.

· Ensure Housing First residents’ and landlords’ ongoing property management concerns are addressed by overseeing assigned maintenance and janitorial staff and services. Draft work orders and supply requests as needed to ensure properties are properly maintained.

· Collect rent from current Housing First residents and collaborate with them to address any rental arrears.

· Oversee partnerships with outside landlords, including lease negotiation and addressing concerns. Ensure timely rent payments from CLT to scattered site property owners.

· Respond to client crisis, draft incident reports, and coordinate safety interventions as needed.

· Help enforce lease terms as needed, including helping to draft or deliver lease violations and/or 30-Day Notices to residents, with guidance from CLT’s senior team. Engage with legal services regarding any necessary eviction proceedings. This role may be required to assist with procuring documents or testifying as part of legal proceedings against residents.

· Engage in regular open houses or meeting with residents to provide education about housing resources, discuss house rules, identify areas for improvement, and/or provide linkage to community services as needed.

· Maintain Housing First resident files, ensuring current documentation is accurate and timely reported and conducting recertifications as needed.

· Collect financial documentation related to client housing including completing re-certifications, reporting income changes, securing rental assistance, assist clients with completing on-time payments, and understanding subsidized rent and security calculations.

· Assist with program budget planning, including supply procurement and inventory management processes.

Required and Preferred Experience and Skills:

· Strong commitment to CLT’s mission of improving communities and ending homelessness through affordable, supportive housing programs.

· Experienced and comfortable working with clients who are struggling with active addiction, mental health concerns, and other health issues.

· Experience implementing harm reduction approaches.

· 2 years’ experience in program or housing management, including familiarity with data reporting, budgeting, and strategic planning.

· Education background in mental health, social work, public health, or business preferred.

· Bilingual (Spanish) preferred.
