The primary purpose of this position is to serve as the Israel Unified Command Plan Technology and Analysis Programs Manager for the Commander, HQ USCENTCOM on future force development, force transformation, revolutionary warfare, disruptive technology concepts and initiatives across all Department of Defense (DoD) Requirement and Technology priority areas. Responsibilities Serves as principal staff advocate and representative for HQ USCENTCOM on unique transformational initiatives and the application of Joint Concept Development and Joint Experimentation activities addressing HQ USCENTCOM's operational challenges and future force capability deficiencies. Plans, organizes, and oversees the activities of the Israel Transformational and Concept Development Programs. Serves as the Project Manager Leader for assigned Joint Concept and Technology Development Projects, evaluating, planning, and directing the analytical and evaluative work for critical USCENTCOM functions related to the development and presentation of budget plans and programs. Conducts staff planning and participates on Board, Bureaus, Centers and Cells (B2C2) Working Groups. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience include: collaborating nationally-internationally and directing a professional, highly technical, and multidisciplinary project workforce responsible for evaluation, oversight, management, planning, execution, and reporting of Joint Concept Development and Joint Experimentation activities; work that has provided considerable knowledge and experience across all warfighting disciplines; interacting with OSD agencies, military departments/services, Congress, and other government agencies/department to promote, discover, develop, and acquire critical capabilities for the warfighter; and managing and leading multiple projects and programs simultaneously to deliver new capabilities to the warfighter. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of technology as they pertain to HQ USCENTCOM plans and procedures for the integration and utilization of emerging and advanced concepts in the conduct of major operations such as war, military operations other than war, mobilization, and deployment. Comprehensive knowledge of USCENTCOM, and DoD safety and security regulations, practices, procedures, policies, and directives to plan, understand and develop relationships and guidance to anticipate and prepare materials required to respond to communications from external activities. Knowledge of a wide range of plans, programs, and processes for managing, planning, budgeting, and executing Technology and Combatant Command operations utilizing diverse support structures and inter-agency cooperation and practices. Ability to organize and lead special study teams and task forces with members from different organizations and commands. Skill in planning, organizing, and directing team study work and affectively conducting critical negotiations with management. Skill in developing methodologies that assess the future operating environment through a variety of hypothesis based and conceptual studies resulting in the formulation of capability gap mitigation strategies. Ability to understand US and International technology development constraints, develop proposals, and provide advice on Joint Concept Development and Joint Experimentation developments as they apply to the current and future requirements of HQ USCENTCOM. Comprehensive skills in oral communications to present sensitive information and/or recommendations on complex matters to higher authorities; skilled in written communications sufficient to develop internal procedures and directives dealing with complex issues, organize ideas and present findings in a logical manner, and to prepare material complicated by short deadlines and limited information. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
