ANNUAL ANTICIPATED HIRING RANGE: $85,000.00 - $105,000.00 (Salaries are paid biweekly)

Job Summary
The City is seeking a Senior HR Business Partner (HRBP) to join our dynamic Human Resources team. City leaders are charged with enabling the conditions necessary to attract, retain, engage, reward, and develop a diverse workforce within an adaptive, innovative environment where all talent feels a sense of purpose, belonging, and wellbeing to serve our communing. The HRBP will deliver the strategic support and resources needed by leaders to achieve their talent goals and deliver on City priorities. City leaders may leverage HRBPs in employee relations, workforce planning, leadership coaching, resource convening, investigations, or any talent goals requiring HR expertise and strategy. HRBPs partner closely with other subject matter experts in Compensation, Talent Acquisition, Talent Development, City Attorney's Office, Equity Office, and other team members to for best outcomes.
A successful HRBP candidate will have an exceptional talent for building trusting relationships and coaching leaders in a complex business environment. HRBPs have some opportunity to perform work remotely, but are often required to be on-site at City facilities to achieve best outcomes.
Essential Duties and Responsibilities
The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all inclusive.
Provides consultation and coaching to assigned organizational units on human resources related matters, ensuring alignment with goals, City programs and policies.
Provides talent analytics that provides meaningful insights to others leading to effective actions to attract and retain a competitive and diverse workforce. Serves on horizontal teams to drive change and works closely with peers across the City.
Trusted advisor to the Senior Executive and their leadership team.
Coach leaders on issues of effective team building and organization effectiveness.
Ensure proper implementation and execution of Human Resources programs and initiatives in their assigned areas.
Partner with HR colleagues to ensure human capital practices, programs and processes support the strategies specific to the City.
Develop, partner or broker HR services and programs as required to address needs and change efforts within groups.
Lead and be accountable for the creation and implementation of talent strategies.
Manage employee relations issues and conduct investigations in support of City ethics, values and policies.
Use data analytics to drive decision making, develop and interpret metrics to track progress within the business and assist in achieving long term goals and strategies.
Lead and support City-wide programs and initiatives.
Lead the hiring process for high-priority roles, from co-writing the position description to screening and interviewing candidates and onboarding key leaders.
Ability to scale from strategic to tactical quickly.
Ability to use logic and methods to analyze, diagnose and solve complex problems.
Demonstrated ability to organize and manage multiple priorities in a quick moving and change oriented environment
The Senior HR Business Partner strives to monitor and provide feedback to existing philosophies, policies and programs in the City, constantly ensuring alignment with the changing talent demographics, internal and external trends.
Advise managers on employee performance management, including development and growth strategies and for improvement where corrective action is required.
Support Human Resource Business Partner with employee grievance and appeal processes.
Work closely with leaders at all levels to create and sustain a culture of inclusion, respect, open and honest communication

Required Qualifications
MINIMUM PREFERRED
College degree or equivalent work experience. Some positions may require functionally related certification or advanced degrees Bachelor's degree or equivalent in Public Administration, Business Administration, Human Resource Management or related field from an accredited college or university
Experience Requirements
Minimum seven years experience in human resources, employee relations, or related area; or equivalent combination of education and experience.
