Collier County, FL is Hiring an Utility Specialist I - Water Distribution Near Naples, FL

Essential Functions

  • Performs semi-skilled manual labor work in the construction, maintenance, and repair of utility collection, transmission, and distribution systems, including a variety of manual labor tasks.
  • Assists with the maintenance of water distribution system and coordinates maintenance, repair, and installation of water service lines/mains; conducts excavation for new installations; locates and excavates existing service lines; taps water mains to provide water to customers; maintains mains and service lines, and repairs line breaks; replaces older/worn service lines with new upgraded service lines; performs pigging/swabbing of well field and flushing of the system; replaces, repairs, or relocates air release valves; bores shafts and installs conduit or service sleeves across the road where needed; restores roads, sidewalks, and other work sites to original condition after completion of work.
  • Assists with valve maintenance activities; maintains and catalogs blueprints in blueprint room; retrieves and reviews blueprints; responds to main breaks for shutdown; operates global positioning system (GPS) unit to collect data, download coordinates, and locate valves; assists in mapping water system; maps valves on blueprints; maintains valve data sheets; prepares shutdown for main breaks, service line breaks, or isolation, using mapping system; locates, operates, identifies, maintains, and documents all County valves; tags valves on roadways with curb markers; raises/lowers valve boxes; replaces damaged, defective, or outdated water valves; paints valve lids; operates and flushes hydrants; flushes distribution system.
  • Assists with and/or performs the installation of backflow prevention devices to prevent contamination and bacteria from entering the water supply line or distribution system; issues daily work orders; identifies and troubleshoots problem situations or potentially dangerous cross-connections; installs, repairs, and tests backflow prevention devices.
  • Responds to after-hours emergency calls when scheduled for on-call duty; coordinates repair of main/service breaks; evaluates service calls, determines the amount of water loss, and determines needed manpower, equipment, parts, and materials; determines the need to request the location of utility services; flushes systems after repairs; requests bacteria samples from laboratory.
  • Operates a variety of machinery, equipment, and tools associated with division projects.
  • Performs general cleaning/maintenance tasks necessary to keep equipment and tools in operable condition.
  • Transports, loads, and unloads equipment and materials used in projects; transports crew workers to/from work sites.
  • Monitors inventory levels of supplies, parts, and materials; ensures availability of adequate supplies, tools, and materials to conduct work activities; initiates requests for new/replacement materials.
  • Assists with traffic control activities at work sites; ensures proper setup of safety cones, barricades, barrels, and road/warning signs; monitors flagging of traffic through/around work sites; provides direction to crew workers and equipment operators in maneuvering equipment within work sites.
  • Follows safety procedures, utilizes safety equipment, and monitors the work environment to ensure the safety of employees and other individuals.
  • Prepares, completes, and/or receives various forms, reports, correspondence, checklists, work orders, billing reports, purchase requisitions, valve isolation forms, valve maintenance forms, water line damage reports, water loss reports, backflow test/inspection reports, backflow installation reports, data recorder sheets, pump activity reports, lift station sheets, maintenance reports, charts, timecards, leave requests, or other documents.
  • Communicates with supervisor, employees, other divisions, contractors, utility companies, the public, and other individuals as needed to coordinate work activities, review the status of work, exchange information, or resolve problems.

Minimum Qualifications

  • High school diploma or GED* required.
  • Five (5) months of related experience preferred.
  • Fingerprinting Required.
  • General Educational Development (GEDs) must be issued by the American Council on Education through an approved GED Administrator. For Florida the approved GED Administrator would be the Florida Department of Education (public schools or adult education centers).
LICENSES/CERTIFICATES
  • Must possess and maintain a valid Florida Driver’s License with any applicable endorsement(s) to drive a County vehicle as provided in CMA 5805.
  • Must complete the Sacramento Water Distribution Operator correspondence course within 6 months of hire.
  • Must possess a valid Class 3 Water Distribution System Operator License within 18 months of hire.

  • Essential Employees may be required to work during an undeclared or declared emergency. The County’s Administrative Office will determine who will be required to work on an incident-by-incident basis.
