Overview:

We are seeking an experienced Independent Verification and Validation (IV&V) Project Manager who will support the Department of Motor Vehicles (DMV) Digital eXperience Platform (DxP) Project, for the remaining California Project Approval Lifecycle (PAL) Stages through the completion of the DxP. The goal of the DxP is to streamline DMV business and technology to implement products and services more efficiently, while providing DMV's customers with a better end-to-end experience. The Independent Verification and Validation (IV&V) project manager will oversee, support, contribute to, and coordinate the full spectrum of IV&V activities for various information technology projects undertaken by the department.

Mandatory Skills

Please note that for every mention of large-scale, it is defined as a project with at least one thousand (1,000) end users and a cost of at least five (5) million dollars.

• Must have a minimum of five (5) years of direct experience in managing, supervising, or performing IV&V services specifically for government IT projects. This experience should encompass a thorough understanding of the unique challenges, regulatory requirements, and compliance issues associated with government IT modernization efforts by performing a combination of one or more of the following tasks:
  1. Observing and assessing tools, artifacts, and activities relating to design, development, coding, testing, databases, and project management
  2. Assessment of business, technical, and enterprise architecture artifacts, tools, and environments, in accordance with Institute of Electrical and Electronic Engineers (IEEE) Standards [IEEE-STD-610 & IEEE STD-1012];
  3. Conducting risk and issue reviews
  4. Performing system requirements evaluation reviews
  5. Conducting system test assessments and verifications
  6. Developing IV&V monthly activity and task reports
  7. Performing traceability matrix analysis to ensure comprehensive requirements coverage and conduct impact analysis.

• Must have a minimum of three (3) years of experience in the last ten (10) years working as IV&V oversight on a large-scale software development project demonstrating expert knowledge of modern software development lifecycles (SDLCs), such as Agile, Scrum, or DevOps, and be proficient in the use of contemporary tools and technologies used in software development and project management. This includes an understanding of automated testing tools, continuous integration and deployment practices, and cloud computing environments.
• Must have a minimum of three (3) years of experience in the last ten (10) years working as IV&V oversight on a large-scale software development project demonstrating exceptional analytical and problem-solving abilities, enabling them to effectively identify, assess, and propose solutions to complex issues that may arise during the validation and verification process. This includes the capacity to conduct thorough risk assessments, perform root cause analyses of technical and managerial problems, and develop actionable recommendations to mitigate risks.
• Must possess a bachelor's degree or equivalent university degree.

Desirable Skills

• Must have a minimum of five (5) years of IV&V oversight experience in the last ten (10) years, specifically in large scale software development projects for government modernization of legacy systems. Ideal applicants will have advanced expertise in essential technologies critical to modernization, including Salesforce orchestration, cybersecurity, cloud computing, data analytics, and ensuring system high availability for seamless business continuity.
• Certified Project Management Institute (PMI) Project Management Professional (PMP) certification. A copy of the certification must be provided. The certificate must be active throughout the term of this role.
• The Contractor has five (5) years of experience in the last ten (10) years directly managing IV&V service contracts in accordance with California Department of Technology (CDT) Statewide Information Management Manual (SIMM) 45 I Project Oversight Framework and methodologies on IT projects
