The primary purpose of this position is to provide direct patient care and services to individuals and groups through clinics, schools, and community based public health activities. Services are organized as programs, projects, or divisions. This position has the authority to make decisions regarding the provision of clinical and community services daily. This position is also responsible for grant writing, program planning, implementation, and evaluation. In the absence of the Health Director, this position is responsible for all Clinical programs including Dental. This position reports directly to the Health Director. The normal work schedule is Monday through Friday, 8:00 am - 5:00 pm. Additional hours are required to attend Public Health Board meetings, educational updates, and health/community meetings, as well as to assist in the event of an outbreak of a communicable disease in the community.
ESSENTIAL FUNCTIONS:
Provides operational oversight to the clinical operations within the Health Department. This includes all day-to-day decision making for clinical staff, policy and procedures applications.
Maintains compliance with all clinical mandated services and alignment with NC DHHS policy and NC Board of Nursing as it relates to staffing and clinical services.
Policy development and implementation oversight for all clinical program areas, including Dental.
Personnel management and direction for all clinical areas under their supervision, which includes performance management, performance evaluations and disciplinary.
Assess data and statistical significance of clinical operations in order to keep organization strategies aligned and educate the Leadership team, including the Health Director.
Exploration and ongoing development of grant opportunities, grant writing and reporting that align with clinical services and expansion of opportunity to serve our community from a clinical perspective, including Dental.
KNOWLEDGE, SKILLS AND ABILITIES:
Must have thorough knowledge of the organization of public health programs at the local level. Thorough knowledge of public health nursing and supervision. Must be knowledgeable of Public Health Administration within the agency and have considerable knowledge of the organization of school systems and the delivery of school health services. Must have considerable knowledge of laws related to public health. Must have knowledge of the community, its resources, and organizations. General knowledge of current social, economic, and environmental issues affecting the health of Cleveland County citizens. Ability to plan, facilitate, and coordinate services between the health department and other community providers and agencies. Must have the ability to deal tactfully with others and to exercise good judgment in appraising situations and making decisions. Must have the ability to plan, coordinate, and supervise the work of others. Must have the ability to communicate effectively both verbally and in writing. Must have completed Emergency Preparedness Education. Must have the ability to collect, manage, integrate, and display health related data.
MINIMUM EXPERIENCE & EDUCATION:
Master's degree in nursing, Public Health, Public Health Administration or related area, five years of experience in Public Health Nursing including two years of experience in a supervisory capacity; or graduation from a four-year college or university with a B.S. Degree in Nursing which includes a Public Health Nursing rotation, six years of Public Health Nursing experience including three years' experience in a supervisory capacity. Licensed to practice as a registered nurse in North Carolina by the NC Board of Nursing.
PHYSICAL REQUIREMENTS:
This work requires the occasional exertion of up to 10 pounds of force; work regularly requires standing, walking, speaking or hearing and using hands to finger, handle or feel and occasionally requires sitting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
