Cleveland County is Hiring a PROC ASST III-Dispatch Near Shelby, NC

This position performs intermediate professional, administrative work related to the intake and outcome of shelter animals, as well as general clerical and public service work within the Animal Services Department, and related work as apparent or assigned. Work is performed and supervised under the Field Services Supervisor and the Animal Services Director. The normal work schedule includes Monday through Friday from 7:30AM to 4:30PM.
ESSENTIAL FUNCTIONS:
Receives emergency and non-emergency telephone calls from the public and law enforcement agencies relating to state and local animal cruelty and regulatory laws, in addition to other animal control law enforcement matters and shelter operations.
Elicits information from callers, evaluates telephone calls, and decides upon or takes proper action to resolve complaint or other animal control issue.
Interprets state animal cruelty laws, local regulatory laws, animal control rules, and procedures.
Effectively operates multiple telephone lines, radio frequencies, a computer, and other applicable equipment to communicate information to Animal Control Officers in the field.
Tracks the location of Animal Control Officers, dispatches and assigns back-up assistance to officers, or takes other appropriate action to ensure the safety of officers.
Maintains records and logs including but not limited to field records for Animal Control Officers Reports.
Provides courteous, high-quality service to members of the public by personally responding to requests for service or making appropriate referral.
KNOWLEDGE, SKILLS AND ABILITIES:
This position requires considerable knowledge of office procedures; the ability to practice effective communication techniques, both orally and in writing; the ability to analyze and interpret and explain animal welfare regulations and to resolve problems and questions; the ability to answer inquiries independently and coordinate a variety of resources in acquiring information. ordinances, rules, regulations, and procedures Geography of Cleveland County, cities, and its environment. Working knowledge of pertinent Federal, State, and local laws, codes, and regulations. General knowledge of local community resources related to animals. Ability to coordinate projects, set priorities, and efficiently adapt to changing priorities.
MINIMUM EXPERIENCE & EDUCATION:
Graduation from high school and demonstrated possession of knowledge, skills and abilities gained through at least one year of office assistant/secretarial experience; or equivalent combination of education and experience. Experience with animal services dispatching preferred but not required.
PHYSICAL REQUIREMENTS:
This work requires the frequent exertion of up to 20 pounds of force; work regularly requires speaking or hearing, using hands to finger, handle or feel and repetitive motions, frequently requires walking and sitting and occasionally requires standing, stooping, kneeling, crouching or crawling, reaching with hands and arms and pushing or pulling; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data; work is generally in a moderately noisy location (e.g. business office, light traffic).
SPECIAL REQUIREMENTS:
Must become a Notary Public within 6 months of hire.
Must become a certified Rabies Vaccinator within 6 months of hire.
Must be willing to be vaccinated for rabies pre-exposure within 3 months of hire.
