The Position
The Legal Services department is seeking a Senior Assistant General Counsel. The Senior Assistant General Counsel will perform professional legal work of considerable complexity and research. This position will interpret and apply laws, policies, and ordinances, assist in negotiating contracts, and prepare legal documents for Clean Water Services (CWS) Legal Department.
Essential Functions
(The essential functions listed below are not intended to reflect all duties that may be assigned to this classification. Clean Water Services may augment duties and/or essential functions at its discretion. Additionally, some incumbents may not perform all Essential Functions.)
  1. Collaborates with the General Counsel in researching, analyzing, and interpreting complex legal issues and determining the appropriate course of action. May act on behalf of General Counsel in their absence.
  2. Negotiates real property documents, intergovernmental agreements, contracts and other documents with outside counsel.
  3. Provides legal advice and counsel to the Chief Executive Officer and CWS staff.
  4. Drafts, reviews, revises and approves Board memos, easements, encroachment agreements, construction permit agreements, permits of entry, grants, contract templates, legal opinions, resolutions, ordinances, contracts, and other documents.
  5. Maintains a knowledge base of existing and emerging laws and regulatory compliance requirements applicable to CWS. Implements the necessary knowledge and processes required to remain in compliance.
  6. Assists with developing legal strategies and approaches for the benefit of CWS. Coordinates with external legal counsel as needed.
  7. Creates and maintains a positive, engaged, equitable, and inclusive workplace culture within responsible departments and programs to improve the work groups' understanding and recognition of diversity in the workplace and foster multidisciplinary and integrated team approaches.
Qualifications
KNOWLEDGE OF:
  • Legal principles, practices and terminology
  • Contract, real property, environmental, governmental, employment/labor and public contracting law and applications
  • Rules and regulations
  • Legal research methods
SKILL IN:
  • Analyzing and applying legal principles, facts, evidence and precedents to legal problems
  • Presenting statements of law, fact, and argument clearly and logically in written and oral form
  • Collecting, analyzing and interpreting data using accepted legal research procedures and methods
ABILITY TO :
  • Establish and maintain effective working relationships with those contacted in the course of work including a variety of CWS and other government officials, community groups, and the general public
  • Operate effectively in a team environment
  • Communicate clearly and concisely, both orally and in writing
EXPERIENCE AND TRAINING GUIDELINES:
Any combination of experience and training that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the KSAs would be:
5 years' experience and training in municipal law, real property law, public contracting or employment/labor law.
6 months' experience in public records law.
CERTIFICATION AND LICENSURE REQUIREMENTS:
Upon selection, candidates must be a member of the Oregon State Bar Association.

Depending on hours worked and duration of the position, temporary employees may qualify for an offer of medical benefits, deferred compensation, and employee discounts. Temporary employees are eligible for sick leave at the rate of .0334 per hour worked upon beginning employment and may carry over up to 40 hours into the next calendar year.
