About the department:
Clackamas ESD offers payroll, accounts payable, purchasing, accounting, grant management and other business services to the districts that need business services support. The goal of business services is to support the mission and operations of Clackamas County schools by providing excellent stewardship of resources and facilitating transparency between schools and the public.
About this position:
The Controller performs and monitors all accounting functions, coordinates budget development activities and may provide negotiation computations for ESD Fiscal Operations, other ESD Departments and Clackamas County school districts. The Controller is responsible for the integrity of the data posted to all general ledgers and the dissemination of financial information to departments, districts, regulatory agencies and the public as needed. The Controller will have frequent requests and interactions with CESD department staff members related to accounting functions. An aptitude for training and explaining accounting processes will be essential for this role.
Essential functions:
- Monitors, performs and provides support for all payroll processing and accounting functions
- Prepares salary, benefit, and other computations as needed during negotiations
- Sets up and monitors grant budgets; prepares requests for appropriate funds.
- Monitors Appropriation levels for all major funds
- Maintains the fixed asset accounting system and reconciles for audit.
- Prepares and records journal entries of District financial transactions
- Prepares financial reports for presentation to senior management and Board of Directors
- Prepares audit schedules for the annual audit process. Answer questions of said audit
- Prepares various grant expenditure reports/reimbursement requests
- Monitors and controls daily cash flows and is responsible for bank reconciliations
- Provides Security Officer administration for financial software
- Assists with budget preparation activities for the CFO for the ESD
- Maintains, monitors and adjusts internal controls
- Provides leadership/coordination activities of ESD and district staff to complete projects
- May prepare and deliver oral and written presentations to Board of Directors and other groups
- Provides oversight/lead on software upgrades, integrations and/or implementations.
- Facilitates training and support of the financial system for local districts
- Supervises accounting and payroll staff as assigned
Minimum qualifications:
- Bachelor’s degree in Accounting or related field and at least seven (7) years’ experience in accounting or finance
- Five (5) years’ experience of financial management and leadership
- Working knowledge of Local Budget Law
- Recent successful experience in fund accounting, preferably in public sector setting
- Recent successful experience in all aspects of accounting functions
- Recent successful experience using a computer-based system for accounting applications
- Expert level proficiency in personal computer spreadsheet applications
- Demonstrated ability to organize time and resources to perform multiple tasks simultaneously
- Demonstrated ability to make decisions independently and use initiative and judgement in accomplishing tasks
- Demonstrated ability to develop and maintain interpersonal relationships
- Written and oral communication skills sufficient to perform essential functions
- Physical and mental attributes sufficient to perform essential functions
Preferred qualifications:
- Master’s Degree and/or CPA
- Working knowledge of grant accounting as it relates to Oregon education
- Experience in public education, government or public accounting
- Experience working with unions and Collective Bargaining Agreements
Salary: Range 4 of the meet and confer salary schedule, salary based on experience: $113,213-$123,714.

Retirement plan contributions:
Clackamas ESD employees working 600 or more hours in a calendar year are eligible for the Oregon Public Employee Retirement, or PERS. There are two components to PERS, including the pension, which is primarily funded by CESD and The Individual Account Program, or IAP, which is funded by a six-percent deduction from your paycheck. If you are new to PERS, your PERS deduction will begin automatically after a six-month waiting period.
