Hourly Pay Range: $38.218203 - $48.387801
Annual Pay Range: $79,493.86 - $100,646.63

The Department of Housing and Community Development Division (HCDD) is seeking a Research and Evaluation Analyst (Classified as a Policy, Performance and Research Analyst) to join our Data and Quality team. The Research and Evaluation Analyst will conduct and oversee all phases of research and evaluation including logic models, design protocols, data management, data analysis, and written and oral presentations.
Working closely with performance analysts and technical programming staff, the Research and Evaluation Analyst monitors federal, state and local business reporting requirements and their impact on reporting and script-based solutions. Additionally, the Research and Evaluation Analyst will create data visualization and dashboards to enforce a data-drive culture of quality and improvements.
HCDD Data and Quality team support Clackamas Health Housing and Human Services (H3S), partner public agencies, and community-based organizations committed to house the people experiencing homelessness or at risk of homelessness within Clackamas County. The goal of the Data and Quality Team is to support the division reach Functional Zero by employing a person-centered approach to the review and use of Data and Quality Plan with a clear foundational understanding of racial trauma and trauma informed practices, cultural humility, and a person first, data informed perspective.

Research: Work closely with program administrators and regional data experts in the analysis of Clackamas County's housing response system and Coordinated Entry (CHA) operations. Create longitudinal research studies of health and housing integration and outcomes. Create studies and related activities which make visible disparities in housing access and retention across the housing continuum. Leads the creating of analytical models which target geospatial and populations, with a focus on pay and housing equity. Other ad-hoc analyses as needed from executive leadership and regional elected officials. Oversees the collection, completeness, accuracy, and timeliness of primary source data.
Evaluation: Identify limitations to program evaluation feasibility and devise methods for acquiring additional professional, cultural, or lay knowledge when absent. Organize and summarize outcome information in a clear and concise manner. Create logic models to describe complex programs and problems. Identify and set program goals and objectives in a structure supporting evaluation. Construct and implement various evaluative designs for generating, revising, and prioritizing evaluation questions. Identify and assess existing data sources for their potential use in program evaluation. Lead and supervise the gathering of data using mixed method approaches such as interviews, group processes, participation observation, surveys, electronic data files, or other methods. Code and enforce methods for protecting confidential data. Present analyses, find common themes, and identify relevant and actionable discoveries from evaluations. Communicate recommendations and implement action plan based on outcome findings.
Continuous Process Improvement: Identify, create, and facilitate process changes of day-to-day work by conducting data and systems process analysis at a complex level; Establish and maintain HMIS data definitions, ensure integrity of data and monitoring overall quality of data per established policies and reporting specifications; focuses on quality improvement and data management; developing process improvements or re-engineering and recommending elimination; integrating new systems and processes with existing ones; and partnering with internal and external stakeholders to ensure recommended work systems and products meet the long-term business strategies.
Project Management/Coordination: Produce required project analysis documentation (business requirements, scope matrix, use cases, program framework, future state proposals, and data source mapping). Collaborate closely with technical data developers to implement business system and reporting requirements, provide necessary guidance to testers during user agreement testing and verification. Identify improvement opportunities (proactive and reactive). Elicit and clearly document business and systems requirements. Assess business process and system inefficiencies. Identify ways to increase adoption of system requirements in ways that are both meaningful to participants and manageable for internal and external staff.
Product Development: Uses desktop software and data visualization tools. Works with community partners and business intelligence team to proactively identify data trends through data visualization and dashboard development. Oral and written reporting and presentations to internal and external stakeholders, such as federal, state, local, and regional funders and governing agencies.
Thorough knowledge of: Principles and practices of public administration, project management, organizational processes and design, budget preparation and administration techniques; legislative processes and local government operation; government accounting practices; techniques of contract and grant preparation and administration; office methods and procedures; quantitative analysis and statistical research methods, techniques and procedures; English grammar and composition; applicable federal, state and local statutes, regulations and rules; trends, emerging innovations and best practices in quality measurement, performance improvement and other subject areas relevant to responsibilities; principles of public and community relations; techniques of supervision and facilitation.
Skill to: Communicate effectively, both orally and in writing, including group/public presentations; lead or coordinate the work of professional staff; evaluate and develop improvements in operations, policies, procedures and methods; plan and conduct difficult technical and policy research projects; analyze complex issues and problems from multiple perspectives; identify and evaluate alternative solutions and recommend effective courses of action; prepare clear and concise comprehensive and technical reports; evaluate budget and grant proposals, establish and maintain effective working relationships with department and County staff, external organizations such as local, state and federal agencies, consultants, citizen groups, community service organizations, and the public.
This position is included in the County’s alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off).
Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.
This position is eligible for full telework subject to the Clackamas County Teleworking Policy and based on the Department’s business needs. Telework locations must be located in Oregon.

ABOUT THE DEPARTMENT
The Housing and Community Development Division (HCD), within the Department of Human Services, manages programs to provide decent housing and economic opportunities, community improvement and affordable housing projects and housing rehabilitation loan programs for low and moderate income residents of the County. HCD is comprised of the Housing Authority of Clackamas County (HACC) and Community Development Division.
The Housing Authority of Clackamas County is a public corporation, established under the federal Housing Act of 1937 and the provisions of Chapter 456 of the Oregon Revised Statutes. Although it is a separate public corporation, the HACC falls under the administrative structure of Clackamas County government. Created in 1938, HACC was the first housing authority established in the State of Oregon. The HACC provides affordable, safe, decent and sanitary housing opportunities in a fiscally responsible manner to low-income people in Clackamas County.
