Civil Service Department is Hiring a Manager Info Tech Services 2 Near Albany, NY

52.6 TRANSFER QUALIFICATIONS: One year of permanent, contingent permanent, or 55 B/C service allocated to a Grade 27/ M-2 or higher eligible for transfer and determined to be administrative by Civil Service.

Duties Description
The Office of Strategic Planning and Innovation performs management activities designed to set priorities, focus energy and resources, strengthen operations, and ensure that employees and other stakeholders are working together to achieve measurable results. This office is providing project oversight for several initiatives that will transform the way the Department delivers services to partner agencies and to the public, and this position will play an important role in ensuring the success of these modernization efforts.
The Manager Info Tech Services 2 duties in Office of Strategic Planning and Innovation will include but are not limited to the following:
Under the direction of the Director of Strategic Planning and Innovation, the Manager of Information Services 2 will manage efforts to modernize the Department of Civil Service’s Examination Systems and will perform portfolio management, project management, and business analysis tasks for all divisions within Civil Service. Specific duties include, but are not limited to:
  • Directing and managing technology solutions staff in support of critical DCS modernization projects including Exam System Modernization and Legacy System Remediation.
  • Managing the intake and prioritization of Department IT projects and demands.
  • Working with agency program area staff, vendor staff, and IT staff to properly plan interfaces between existing systems and the vendor product.
  • Providing systems analysis and business process reengineering expertise for portfolio projects to ensure efficiency in design and timely completion.
  • Developing and supporting business cases.
  • Serving as liaison between DCS and ITS management to manage application issues, system changes, and projects.
  • Providing direction and managerial support to ensure appropriate resources are allocated to the portfolio projects and initiatives.
  • Assisting in managing work intake processes to ensure priorities are set and staff time distributed equitably among portfolio agency initiatives, both for project and maintenance work.
  • Providing appropriate updates and reports to critical stakeholders including agency executive staff and ITS executive management.
  • Establishing and promoting proper and consistent documentation procedures and standards for portfolio projects.
  • Working with the IT staff to guide systems analysis and design research.
  • Reviewing projects and systems with staff for commonality of function to find efficiencies of design and support.
  • Ensuring the implementation of NYS best practices, standards and processes in ITS policy and procedure.
  • Participating in interdisciplinary technical teams in support of Agency, Portfolio, and Enterprise initiatives and various customer service initiatives.
  • Performing a full range of supervisory responsibilities, including but not limited to:
  • Cross-training staff by supporting personnel rotation between projects to provide a well-rounded team and an improved application sustainability and support model to each Division.
  • Supporting Technical Managers in staff development and staff training by identifying or creating learning initiatives.
