Organization Summary

Civic Works Energy Programs makes it easy and affordable for Baltimore and Central Maryland residents to make home energy efficiency upgrades and/or rooftop solar installations. The outreach team uses grassroots, community organizing tactics to motivate homeowners and renters across Baltimore City, Baltimore County, Harford County, and Howard County to sign up for home energy improvements, which reduce energy bills and improve the comfort and safety of the home. Intake specialists assist clients in accessing a suite of home energy programs, including quick and easy installation of energy-savings products, comprehensive energy retrofits, and custom rooftop solar systems. As a social enterprise operating within Civic Works’ job training center, Civic Works Energy Programs is simultaneously able to provide transformative opportunities to unemployed/underemployed residents for on-the-job training and a pathway to a great job with family-sustaining wages and benefits.

In 2022, with key partners and funding in place, Civic Works is poised to significantly expand the team and the impact on Baltimore area residents and communities -- specifically through a) the expansion of our low-income energy efficiency programs and b) the launch of a brand new low-income solar program. Civic Works is adding an additional full-time intake specialist to dramatically increase the number of households benefiting from energy upgrade services.

Position Summary:

The Energy Advisor will dramatically increase the number of solar and energy efficiency upgrades in Baltimore area communities. Through phone- and email-based advising services, the Energy Advisor will serve as a resource for homeowners and motivate them to purchase solar and energy efficiency upgrades. He or she will encourage homeowners to sign up for a solar and/or energy efficiency assessment, and then implement the recommended improvements. Throughout the installation process, the Energy Advisor will provide step-by-step guidance, and ensure that homeowners receive fair treatment and quality service. He or she will also assist homeowners in addressing any barriers that may prevent the completion of their solar and energy efficiency upgrades, such as securing financing or prioritizing the recommended improvements.

Responsibilities & Qualifications


Primary Responsibilities:

Intake & Education of Homeowners and Renters

  1. Engage potential program participants through phone- and email- advising. Educate low-income customers about the benefits of Civic Works suite of energy efficiency and solar energy programs. Customize messaging to meet the customer’s needs and interests.
  2. Motivate potential program participants to sign up for multiple energy efficiency and solar programs. Walk program participants through application and intake process for various programs, consistently following up to ensure timely submission of supporting documentation as needed.
  3. Thoroughly review application materials for completion and determine eligibility for grant-funded energy programs, including free low-income programs.

Administrative Duties

  1. Regularly enter program participant data into the Customer Relationship Management system, Salesforce, including all communications and correspondence with each program participant.

Ongoing Customer Service & Customer Support

  1. Consistently follow up with program participants to ensure they move forward through each stage of the building assessment, installation, and quality control inspection process.
  2. Coordinate with the contractor liaison and other staff members to ensure the program is delivering on each participant’s needs and expectations.
  3. Serve as an advocate for program participants and actively work to remove the barriers that prevent them from completing the energy efficiency and solar upgrades.

Secondary Responsibilities:

  1. Participate in community-based marketing and outreach efforts, as needed
  2. Perform other duties as assigned or as needed.

Education and Experience:

  • Previous customer service, sales, and/or lead generation experience
  • Knowledge of building science and solar installation a plus
  • Experience with Microsoft Word and Excel required

Skills and Abilities:

  • Excellent verbal communication skills, especially by phone.
  • Excellent written communication skills, especially by email, text message, and mail.
  • Phenomenal relationship building skills, interpersonal skills, and sales skills; ability to personally connect with and engage with diverse groups of program participants.
  • Ability to explain technical information in an easy-to-understand way
  • Highly organized, detail-oriented, and able to manage multiple projects simultaneously
  • Exceptional personal responsibility for meeting goals and a track record of success
  • Ability to recognize problems, develop innovative solutions and implement them
  • Ability to utilize electronic systems for all communications, correspondence, and documentation. Expertise with Microsoft Office required. Expertise with Google Suite and/or Salesforce a plus. Ability to quickly learn web-based software required.
  • Enthusiasm for energy efficiency and social justice
  • A deep understanding of the multiple forms of systemic and racialized inequity that prevent people from accessing and retaining employment
  • Experience working in and creating diverse, equitable, and inclusive environments
