THE POSITION
Under general supervision, the HUMAN RESOURCES ANALYST performs professional analyses, surveys, and studies involving the Human Resources Department, administrative, financial, and statistical data, and departmental practices; acts as departmental liaison and coordinates programs and services; and performs other related duties as assigned.
Under the direction of the Director of Human Resources, the SENIOR HUMAN RESOURCES ANALYST performs a variety of professional, technical, and administrative duties in support of the City’s Human Resources programs, including recruitment and selection, testing, classification, compensation and benefits, training and safety, and employee relations research; leads and directs Human Resources staff; and performs other related duties as assigned.
CLASS CHARACTERISTICS
The Senior Human Resources Analyst is distinguished from the Human Resources Analyst classification by its greater scope and complexity of human resources responsibilities, specialized knowledge of human resources laws and regulations, and supervision of staff. The Senior Human Resources Analyst independently manages and performs a range of professional and managerial functions related to human resources administration, employment, employee relations, compensation and benefits, labor relations, and other human resources specialty areas.

QUALIFICATIONS GUIDELINESHUMAN RESOURCES ANALYST Conduct research and analyze human resources policies, practices, and programs; plan, organize, and participate in market surveys involving employment, classification, compensation, benefits, and general personnel practices; draft and present study background, methodology and recommendations as part of written and oral recommendations; create and evaluate spreadsheet data; present findings, trends, and conclusions as part of clear, concise, and accurate reports and correspondence, and other written materials; establish and maintain effective working relationships with applicants, staff, management, vendors, consultants, brokers, the general public, and others encountered in the course of the work; organize and prioritize tasks to meet deadlines; exercise tact and diplomacy in dealing with sensitive, complex, and confidential personnel issues and employee situations; organize and maintain specialized files; operate computer hardware and use word processing, spreadsheet, and other applications software; operate other standard office equipment.

EDUCATION
Graduation from a four-year college or university with a bachelor’s degree in Human Resources Management, Public Administration, or a related field is required.
EXPERIENCE
HUMAN RESOURCES ANALYST: Two (2) years of professional and analytical experience involving recruitment and selection, compensation and benefits, personnel administration, and employee relations; or an equivalent combination of training and experience is required.
SENIOR HUMAN RESOURCES ANALYST: Four (4) years of increasingly responsible human resources generalist professional and technical human resources experience, involving recruitment and selection, compensation and benefits, personnel administration, and employee relations; or an equivalent combination of training and experience is required. Experience supervising, leading, or coordinating the work of others is highly desirable.
LICENSES; CERIFICATES; SPECIAL REQUIREMENTS
Professional certification in Human Resources such as IPMA-HR, PHR, or related Human Resources Management certification is highly desirable.
A valid Class C California driver’s license and the ability to maintain insurability under the City’s Vehicle Insurance Policy is required.
