Essential Job Functions:
Under the general direction of the Wastewater Treatment Plant Manager ensures the reduction/elimination of harmful pollutants discharged from industrial and commercial businesses into the City’s sanitary sewer system and ensures that the City is in full compliance with all state and federal pretreatment rules and regulations. Carries out responsibilities in accordance with the City of Winter Haven’s IP Ordinance 19-68 through 19-85 and ensures they are being implemented for all industries connected to the City’s sewer system. Must ensure that the City is implementing Florida Department of Environmental Protection (FDEP) Rule 62-625 and the National 40 CFR 403 Regulations. Must be able to follow sampling procedures contained in the Department of Environmental Protection’s Manual entitled “Standard Operating Procedures for Field Activities” DEP-SOP-001/01. Must have the ability to perform or guide staff to perform inspections and monitoring of industrial facilities, commercial food services, and automotive services to ensure compliance with local, state, and federal regulations.
Prescribes frequency of preventative maintenance for grease removal equipment and tracks all hauled waste. Reports overflows and sampling as needed. Evaluates and gathers samples of collection system to determine where significant pollutant loadings are coming from. Responsible for writing and implementing Industrial User Permits. Ability to revise local discharge limits every five (5) years. Ability to write Notice of Violations, Consent Orders, Show Cause Hearings, Compliance Orders, and Cease and Desist Orders for violating industries. Ability to interpret data from instruments installed at the industries, or visual monitoring to see if violations have occurred. Determines if violations require fines. Coordinates with the environmental lab on sample collection and testing results to be able to bill industries for monthly discharge. Determines if a new business connecting to the City’s sewer system is a possible Industrial User. Compiles data to send annual reports to DEP. Must perform sampling and track data from the various industrial users, restaurants, and automotive services to determine their impact on the City’s wastewater treatment plants. Must be able to make revisions to the City’s IP/FOG Ordinance as needed and submit to the City Commission for approval.
