The Maintenance Operator III - Debris Control is responsible for managing and maintaining debris control systems to ensure the cleanliness and safety of designated areas. This role involves operating street debris collection equipment to include a street sweeper to safely and effectively clear debris from City streets, gutters, parking lots, and other areas. The Maintenance Operator III must have a strong understanding of debris control procedures, equipment operation, and safety protocol and may be required to inspect and maintain equipment, report any maintenance issues, and collaborate with team members to coordinate debris control efforts.

Essential Job Functions:

  • Functions as part of a compact multi-talented Drainage team in a thriving community maintaining stormwater systems, primarily by operating a street sweeper to reduce/remove debris along City roadways and prevent harm to the City’s lakes’ ecosystems. Effectively and safely operates street debris collection equipment to include a street sweeper. This essential equipment will remove debris from City streets, gutters, parking lots,and other areas. Daily inspects street debris collection equipment for safety and mechanical defects: checks fuel, fluid levels, air pressure, and hydraulic systems; performs minor preventative maintenance and reports the need for required mechanical systems maintenance; inspects auxiliary equipment for proper operating condition and makes minor operating adjustments, and changes and/or assists in replacing gutters and main brooms as needed. Disposes of debris collected at designated locations and cleans and washes equipment at the end of shift. Will assist the stormwater team with prioritizing sweeping routes. Will utilize computer software to track and record road miles, locations swept, and cubic yards of refuse collected data to effectively and efficiently maintain reports critical to the sweeping program.
  • Other job functions include responding to public inquiries and emergency roadway clean-ups, cleaning catch basins, storm inlets, and drainage pipes, and assisting with the requests of other departments or work units as needed or directed. Builds and maintains positive working relationships with immediate co-workers, other state, county, and City employees, along with the public, using principles of exceptional customer service.
  • Must be available to perform essential job functions outside of regular work hours to respond to emergencies, and may be assigned “subject to call” scheduling. Knowledge, Skills & Abilities:

  • Knowledge of the maintenance methods, adjustment, and operation of street debris collection equipment; and safe working practices related to debris collection along streets in light to heavy traffic conditions.
  • Must be able to adapt and learn the City geography and street locations; and aid in the development of less experienced personnel through training and coaching.
  • Must be familiar with occupational hazards and standard safety procedures.
  • Knowledge of state, city, and federal traffic laws as they pertain to the operation of street debris collection equipment.
  • Ability to operate street debris collection equipment skillfully and safely, as well as maintain and perform minor repairs on the equipment operated.
  • Plan and route assigned areas for efficient street debris removal.
  • Prepare and complete electronic reports of work performed, i.e. road miles swept, locations swept, and the cubic yards of refuse collected.
  • Work independently and use sound judgment in performing assignments safely in traffic.
  • Understand and carry out oral and written directions.
  • Communicate clearly and concisely both orally and written.
  • As part of an emergency response unit, must be able to handle a rapid change of direction associated with environmental conditions.

Minimum Education & Experience:

  • Graduation from an accredited high school or possession of an acceptable equivalency diploma.
  • One year of experience performing street maintenance duties that include the operation of street debris collection equipment (street sweeper), dump truck, and other related heavy equipment.
  • An equivalent combination of training and experience that is determined to be directly related to the foregoing specific requirements may be substituted.

Special Requirements:

  • Possession of or the ability to obtain within (six) 6 months of employment a valid Florida Class B driver’s license with air brake and tanker endorsement.
  • Must have a good driving record as determined by the City of Winter Haven.
  • Must be able to work schedules that include sweeping high traffic areas during low traffic times which can vary from time to time.
  • Absence of non-prescribed controlled substances in the applicant’s system as verified by a laboratory approved by the City of Winter Haven.

Physical / Environmental Factors:

  • Must have the physical ability and mobility to sit for prolonged periods; to frequently reach, twist grasp, and make repetitive hand or body movement in the performance of daily duties.
  • Requires physical work that involves walking, standing, driving, climbing, and exerting up to 50 pounds of force on a routine basis.
  • Considerable skill, adeptness, and speed in the use of the fingers, hands, or limbs in tasks involving close tolerances.
  • Must be able to perform manual labor in adverse conditions including confined spaces.
