City of Winston-Salem is Hiring a Stormwater Inspector Near Salem, NC

Performs difficult skilled technical work enforcing City's environmental ordinances, establishing compliance through the City's industrial inspections permit, sampling and monitoring water quality, and related work as apparent or assigned. Work is performed under the limited supervision of the Stormwater Operations Supervisor.

To perform this job successfully, an individual must be able to perform each essential function satisfactorily.   • Inspect industrial facilities that have permits to discharge stormwater. This involves reviewing and inspecting paper work of companies followed by an onsite inspection of the facility.
  • Enforces Chapter 75 (illicit discharge detection and elimination) code of ordinances of the City of Winston-Salem. Responsible for investigating and documenting illicit activity, must create Notice of Violation (NOVs) letters and ensures ordinance compliance through the course of the entire investigation.
  • Carries out water sampling programs including fixed interval sampling, TMDL (total maximum daily load), SSO detection (sanitary sewer overflow), IDDE (illicit discharge detection and elimination), and other water quality sampling as needed. Performs and water quality sampling data entry and QA/QC functions, as per the City of Winston-Salem NPDES (National Pollutant Discharge Elimination System) permit requirements.
  • Collects water quality samples from city surface waters for laboratory analyses, in accordance with federal regulations.
  • Designs and creates maps in ArcGIS to display pertinent stormwater related information for internal and external customers, using Trimble devices to collect and verify impervious areas.
  • Produces stormwater data reports as needed for various internal and external customers.
  • Educates internal and external customers on stormwater related issues (water quality, environmental compliance, impervious surface areas) in the City of Winston-Salem.
  • Serves as liaison for internal and external customers for stormwater related concerns.
  • Inspects municipal operations/facilities to evaluate best good housekeeping practices in accordance with stormwater pollution prevention plans (SPPP). Oversees SPPP creation and implementation for applicable municipal operations/facilities. Responsible for ensuring with the City of Winston-Salem NPDES permit requirements. Serves as a technical resource for municipal operations/facilities regarding SPPP implementation.
  • Performs closed circuit television (CCTV) investigations of subsurface stormwater infrastructure systems for condition/configuration assessments.
  • Completes onsite impervious surface areas with Trimble GPS equipment and analyze data using ArcGIS for stormwater utility billing calculations; designs and creates maps in ArcGIS to display pertinent stormwater related information for internal and external customers and produces stormwater data reports as needed for various internal and external customers; creates and collects stormwater GIS data within ArcGIS and in the field to keep stormwater department data current.

Knowledge, Skills and Abilities
Thorough knowledge of the terminology, methods, practices and techniques in performing a verity of duties. General knowledge of municipal ordinances governing the health, sanitation, and related codes; general knowledge of routine legal procedures as related to the enforcement of laws and ordinances; knowledge of Microsoft office and position specific software, general knowledge of the geography of the City; ability to establish and maintain effective working relationships with property owners, building contractors, City officials and coworkers and the general public; ability to enforce ordinances and regulations with firmness, tact and impartiality; experience utilizing ESRI's ArcGIS and ArcCollector core suite of desktop software, ESRI's database technologies, GPS skills desired; detail-oriented person works well in a group/team environment; good written and verbal communication. Ability to operate in a dynamic work environment with diverse job duties. Must be able to successfully operate large crew cab pickup truck (for example, Ford F-250) to accomplish work duties.

Education and Experience
Bachelor’s degree with coursework in environmental science, geography, biology, or engineering, or equivalent combination of education and experience, considerable (3 - 4 years) field experience regarding inspection principles and techniques of industrial and/or municipal facilities/operations, regulatory interpretation and enforcement of stormwater permits, evaluation of implemented stormwater control measures and practices, and any other experience related to stormwater industrial and/or municipal good housekeeping oversight or implementation. Or equivalent combination of education and experience.

Physical Requirements

This work requires the regular exertion of up to 10 pounds of force, frequent exertion of up to 50 pounds of force and occasional exertion of over 100 pounds of force; work frequently standing, walking, sitting, speaking or hearing, using hands to finger, handle or feel, climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms, tasting or smelling, pushing or pulling, lifting and repetitive motions; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; Proficient in creating clear written communications for effectively conveying required actions to entities. hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating motor vehicles or equipment and observing general surroundings and activities; work regularly requires exposure to outdoor weather conditions and exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment, frequently requires exposure to toxic or caustic chemicals and exposure to vibration and occasionally requires wet, humid conditions (weather-related), working near moving mechanical parts, exposure to the risk of electrical shock and wearing a self-contained breathing apparatus; work is generally in a very loud noise location. Ability to maneuver and traverse adverse terrain and steep slopes, which includes ingress and egress of streams (e.g. jack hammer work, garbage recycle plant).

Special Requirements

  • Valid driver's license in the State of North Carolina.
  • Valid North Carolina Stormwater Control Measure (SCM) Inspection and Maintenance Certification or able to obtain certification within 12 months of employment.
