Performs difficult skilled technical work enforcing City's environmental ordinances, establishing compliance through the City's industrial inspections permit, sampling and monitoring water quality, and related work as apparent or assigned. Work is performed under the limited supervision of the Stormwater Operations Supervisor.

Thorough knowledge of the terminology, methods, practices and techniques in performing a verity of duties. General knowledge of municipal ordinances governing the health, sanitation, and related codes; general knowledge of routine legal procedures as related to the enforcement of laws and ordinances; knowledge of Microsoft office and position specific software, general knowledge of the geography of the City; ability to establish and maintain effective working relationships with property owners, building contractors, City officials and coworkers and the general public; ability to enforce ordinances and regulations with firmness, tact and impartiality; experience utilizing ESRI's ArcGIS and ArcCollector core suite of desktop software, ESRI's database technologies, GPS skills desired; detail-oriented person works well in a group/team environment; good written and verbal communication. Ability to operate in a dynamic work environment with diverse job duties. Must be able to successfully operate large crew cab pickup truck (for example, Ford F-250) to accomplish work duties.
Education and Experience
Bachelor’s degree with coursework in environmental science, geography, biology, or engineering, or equivalent combination of education and experience, considerable (3 - 4 years) field experience regarding inspection principles and techniques of industrial and/or municipal facilities/operations, regulatory interpretation and enforcement of stormwater permits, evaluation of implemented stormwater control measures and practices, and any other experience related to stormwater industrial and/or municipal good housekeeping oversight or implementation. Or equivalent combination of education and experience.
Physical Requirements
This work requires the regular exertion of up to 10 pounds of force, frequent exertion of up to 50 pounds of force and occasional exertion of over 100 pounds of force; work frequently standing, walking, sitting, speaking or hearing, using hands to finger, handle or feel, climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms, tasting or smelling, pushing or pulling, lifting and repetitive motions; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; Proficient in creating clear written communications for effectively conveying required actions to entities. hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating motor vehicles or equipment and observing general surroundings and activities; work regularly requires exposure to outdoor weather conditions and exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment, frequently requires exposure to toxic or caustic chemicals and exposure to vibration and occasionally requires wet, humid conditions (weather-related), working near moving mechanical parts, exposure to the risk of electrical shock and wearing a self-contained breathing apparatus; work is generally in a very loud noise location. Ability to maneuver and traverse adverse terrain and steep slopes, which includes ingress and egress of streams (e.g. jack hammer work, garbage recycle plant).
