Utilizes industry standard project management skills, tools, and techniques to manage projects through all phases of the project life cycle, from ideation & discovery to Implementation & warranty. Develops business project scopes, charters, project plans, work breakdowns, schedules, and manages project budgets and risks. Monitors progress towards completion and provides regular status to teams, project sponsors, and Department/Division Directors.
Participates in evaluating and procuring application software packages, SaaS solutions, and other technology-related solutions; Collaborates with the Information Systems team, internal and external facing teams on options, security requirements and implementation approaches.
Reviews vendor agreements and statements of work and negotiates for improved outcomes for the project or organization. Manages vendor performance for the project's life; ensures City resources are used appropriately; provides approval for payment of services related to the project.
Manages all project communications with business units, vendors, technology team, and internal/external stakeholders. Maintains project documentation, meeting minutes, meeting agendas, scope amendments, and key customer communication archives.
Effectively communicates to the organization through regular status meetings to inform of any project issues or barriers and to receive feedback and direction on project initiatives.
Supports and coordinates the efforts of city business units, Information Systems team, and other internal and external resources for the successful implementation of system enhancements and fixes.
Leads business unit customer and technology team in transitioning implemented solutions to operational status; establishes business unit ownership, provides technical hand off documentation, confirms vendor maintenance schedules and internal change management procedures.
Actively participates in the Information Systems team in creating partnerships, identifying, and developing new initiatives, and recommending enhancements to existing services and solutions.
Recommends budgetary items that support proposed and implemented systems and applications.
Provides proactive leadership, assistance, and guidance to identify opportunities to meet Departmental/Divisional objectives through technology; serves as liaison between the Department of Information Systems and the customer/users concerning requests, standards, expectations, and other project matters.
Represents the City with a variety of hardware and software companies; assists in managing relationships with vendors, suppliers, and other service providers that support the Department of Information Systems.
Performs other related duties as assigned
Bachelor’s Degree in Information Systems or other relevant field and considerable project lead, project coordination, or project management experience in IT systems implementations, or any equivalent combination of education and experience
PMP Project Management Professional certification preferred
Thorough knowledge of project management principles, methodologies, and scheduling tools
Demonstrated knowledge of technology service delivery fundamentals
Knowledge of IT business operations lifecycle
Skill in developing and managing project schedules, scope, budgets, resource plans, issues, risks, and change requests
Cross-functional teamwork skills.
Ability to comprehend and interpret complex business processes and system processes
Ability to manage multiple projects simultaneously, often with competing priorities
Ability to communicate technical concepts to non-technical customers
Ability to manage, inspire, direct team members not under your supervision
Ability to diffuse high-tension situations comfortably
Ability to manage multiple processes and people, determine best flow of work, and coordinate action
