City of Warsaw (Municipality) is Hiring an Engineer Assistant Near Warsaw, IN

SUMMARY_ -*_Under general supervision of the City Engineer, Engineer Assistant* performs construction management duties, construction inspection and quality assurance on public works and development projects related to general improvements to public rights-of-way. Ensure compliance with City standards, codes, designs, and specifications.

ESSENTIAL FUNCTIONS:Assists with public works construction projects. This entails assuring contractor’s work conforms to the project specifications and is accomplished by inspecting the contractor’s work on a daily basis; by keeping a daily record of instructions and directions given to the contractor regarding plan and specification interpretation and any required change orders; coordinating with an independent testing lab any materials testing required by project specifications; by verifying quantities for payment on contractor’s monthly pay request; by coordinating construction activities with residents, utility companies and other agencies including INDOT and Kosciusko County; by providing for public safety during the project. Assists GIS Coordinator with maintaining city GIS database as requested to include assists wastewater and stormwater utilities with pipe coding and video surveys. May make construction related decisions in the absence of the City Engineer. Conducts construction inspections, reviews contractor pay requests; responsible for the management of the road cut programs. Visits and conducts routine inspections at construction sites to ensure the work meets standards and local code regulations; inspects and performs oversight on other agencies, utility companies and contractors working within City boundaries and City right-of-way to ensure public safety and ensure protection of City facilities; reviews and approves traffic control plans and coordinates road closures with emergency services; City departments and other agencies to maintain traffic flow. Coordinates road cut permit and inspects all road cuts for other agencies and contractors working within City boundaries (whether for water, gas, sewer, telephone, etc.). Inspects trench backfill, sub-grade and aggregate base course for grade, compaction, moisture, and preparation for paving including performs oversight on the installation of sewer and storm drains. Responds to and resolves public inquiries and complaints related to public works construction projects and development including inspects all aspects of subdivision infrastructure construction. Attends and participates in preconstruction meetings with department staff, engineers, contractors, developers and other organizations. Coordinates and conducts preconstruction and progress meetings with contractors, City departments and other agencies; responds to questions from contractors on bid specifications; coordinates work with contractors, City departments and other agencies. Assists engineering staff with surveying, drafting, specifications and bidding documents; reviews plans prior to final department approval and city departments with infrastructure inventories and maintenance of records. Performs related duties as assigned.

REQUIREMENTS: Baccalaureate Degree in Civil or Construction Engineering preferred. Knowledge of public works construction management, inspection, methods, and materials; knowledge of contract administration and pay estimates; working knowledge of methods and interpretation of soil analysis, materials, compaction, and density tests; working knowledge of surveying and surveying methods; knowledge of drafting and engineering. Thorough knowledge of and ability to explain, interpret and apply state and local standards. Ability to plan and layout assigned work projects, read and interpret blueprints, specifications, plans, and maps and make simple arithmetic calculations; ability to prepare various documents and reports, and maintain accurate records as required. Ability to work alone with minimum supervision and with others in a team environment. Ability to work on several tasks at the same time and work rapidly for long periods amidst frequent distractions and interruptions under time pressure. Ability to understand, memorize, retain, and carry out written or oral instructions and present findings in oral or written form. Ability to occasionally work extended and/or evening hours, and occasionally travel out of town, but not overnight. Ability to provide public access to or maintain confidentiality of department information and records according to department and city policy. Ability to maintain personal composure and tact during difficult situations. Ability to comply with all employer and department policies and work rules, including but not limited to attendance, safety, and apply OSHA safety regulations applicable to work performed, drug-free workplace, and personal conduct. Must pass a pre-employment drug and or alcohol test and adhere to policy. Possession of a valid Indiana Driver’s License and demonstrated safe driving record.

PHYSICAL EFFORT/WORK CONDITIONS:Incumbent performs duties in an office environment and driving to/from various sites throughout the city with exposure to various construction sites, involving sitting/walking at will, close/far vision, lifting/ carrying objects weighing less than 25 pounds, hearing sounds/communication, speaking clearly, and bending, reaching, crouching/kneeling, handling/grasping/fingering objects. Safety precautions must be followed at all times to prevent injury to self and others.

Job Type: Full-time

Pay: $25.00 - $31.95 per hour
