CITY OF VISTA is Hiring a Firefighter/Paramedic Recruit Near Center, CA

Under direct supervision and in a learning capacity, attends the department's Recruit Academy and receives training on emergency medical services, rescue, hazardous materials, operation and maintenance of firefighting equipment, station maintenance, and the various phases of fire prevention and suppression; learns the policies and functions of the fire department; and performs related duties as required.
CLASS CHARACTERISTICS:
This is a trainee-level, non-sworn, classification in the Fire series, with no safety officer powers or safety benefits. Incumbency in this class is limited to a term of no more than six (6) months during which the incumbent must graduate from the Academy and complete their initial paramedic evaluation period in order to be eligible for promotion to the class of Firefighter Paramedic at the beginning of the next full pay period. Graduation from the Academy requires an acceptable level of competency in all academy subjects. Competency shall be demonstrated by passing all examinations, including evaluations of manipulative skills. After successfully completing a Recruit Academy and an initial paramedic evaluation, Recruits are sworn in and promoted to the position of Firefighter/Paramedic, where s/he will serve a probationary period of twelve (12) months performing a variety of duties related to the protection of life and property and must pass each phased evaluation of training. Recruits who are not promoted to the position of Firefighter/Paramedic at the end of both the Recruit Academy and the initial paramedic evaluation period will be subject to termination. The Fire Recruit is distinguished from the higher-level Firefighter/Paramedic in that incumbents of the latter classes have graduated from the Recruit Academy, completed their initial paramedic evaluation period and serve as first responders to all calls for service (emergency and non-emergency).Functions may include, but are not limited to, the following: 
 
  • Participate in classroom lectures; evaluations; team and individual manipulative drills; knowledge, skills, and ability testing; and problem-solving exercises. 
  • Receive training in firefighting activities such as: fire suppression, hose evolutions, radios, salvage and overhaul; use of various tools and equipment such as extrication tools, chainsaws, axes, Hurst tool, ladders, ropes, fire extinguishers, water supply systems, etc. 
  • Learn the proper use and maintenance of all fire related apparatus, equipment, tools, and facilities. 
  • Receive training in fire prevention, fire code enforcement, and public safety programs such as vegetation management inspections, residential, commercial, and other fire and life safety inspections, and disaster preparedness. 
  • Participate in fire drills and attend classes in firefighting, emergency medical procedures, hazardous materials, and related subjects. 
  • Learn the policies, procedures, rules, and regulations of the City of Vista and Vista Fire Department. 
  • Participate in physical fitness training program. Build and maintain positive, collaborative working relationships with co-workers, other City employee, personnel from a wide range of outside agencies, other colleagues in the field, and the public. 
  • Perform other duties related to this position.
Any combination of training, education and experience which demonstrates an ability to perform the duties of the position is qualifying. LICENSES REQUIRED:
  • A valid California Driver’s License with a satisfactory driving record. A CA Class C is preferred.
  • Current California Paramedic License or National Registry Paramedic License
  • Cardiopulmonary Resuscitation (CPR Certificate (American Heart Association)
  • California State Fire Training Firefighter I or graduation from a Firefighter I accredited Regional Training Program with IFSAC and/or Pro-Board seals showing certification to Firefighter 1, Haz-Mat Awareness/FRO, Confined Space Awareness and Wildland Firefighter I
  • A State of California Fire Marshall Firefighter II certification is highly desirable.
 
KNOWLEDGE OF:
  • Emergency medical basic and advanced life support principles, terminology, and procedures.
  • General principles and practices of emergency medical response; San Diego County Emergency Medical Services (EMS) regulations, protocols, and procedures. 
  • Federal, State, and local laws, regulations, and standards related to paramedicine, local geographical response factors. 
  • Basic English usage, spelling, grammar and punctuation; basic mathematics, chemistry, and physics of fire behavior and hazardous materials.
  • Safety practices and procedures; computer related equipment and software applications related to assignment.
 
ABILITY TO:
  • Learn new skills and methods quickly and accurately. 
  • Perform the full range of paramedic duties.
  • Perform emergency first aid, including CPR.
  • Perform physical duties associated with firefighting; work in a variety of weather conditions (hot, cold, rain, wind, dust, etc.) and in extremely hazardous situations. 
  • Learn and follow City policies and procedures. 
  • Read and understand printed information during academy; follow written and verbal orders from supervisors. 
  • Work with teams. 
  • Communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships with those contacted in the course of work; work with various cultural and ethnic groups in a tactful and effective manner.
 
QUALIFICATIONS:
A typical qualifying background is experience performing a full range of fire suppression work supplemented by skilled experience performing varied paramedic work. At least one (1) year of current experience as an EMT/Paramedic is highly desirable.

While performing the duties of this class, the employee is regularly required to communicate effectively verbally and in a written manner; observe and interpret data and analyze and solve problems. The employee must be able to work indoor office environments/outdoor in the field environments (depending on position); Working conditions include exposure to extreme heat, smoke, dust, fumes, and inclement weather; loud noises such as, but not limited to, sirens, alarms, diesel engines, pumps, power saws, and hydraulic tools; hazardous materials; and infectious or communicable diseases; willing to comply with rules and regulations governing work attire. The employee may have to move up to 50 lbs. and transport up to 100 lbs. objects frequently (depending on position). Vision abilities required by this job include the ability to detect, determine, perceive, identify, estimate, and assess work related objects and/or work products based on position specific designated tasks. The employee may be required to work overtime to complete assignments. Must be able to work a flexible schedule; must be willing to work 24-hour shifts.
