CITY OF UPPER ARLINGTON is Hiring a Public Service Manager Near Columbus, OH

Description

JOB RESPONSIBILITIES:
As part of the Public Service team, reporting directly to the Public Service Director, this position performs a variety of supervisory, administrative, technical, and maintenance activities; oversees management staff and crews involved in planning, organizing, coordinating, repairing, operating, and maintaining equipment in the following divisions: Public Works and Fleet Maintenance.

Examples of Duties

ESSENTIAL FUNCTIONS: For purposes of 42 USC 12101:
1. Supervises assigned staff (e.g., recommends and develops policy; interviews applicants; recommends hiring, discipline, and firing; leads, motivates, collaborates, empowers, rewards, coaches, and praises; trains and instructs employees; assigns and directs work; appraises and evaluates performance; addresses complaints and resolves problems); oversees management staff and crews involved in planning, organizing, coordinating, repairing, operating, and maintaining equipment in the Public Works and Fleet Maintenance Divisions; develops and recommends policy changes; provides input as to short-term strategies and goals; develops and monitors budget; approves purchases; maintains records; performs quality control; develops employee safety programs; monitors inventory.
2. Directs the street and roadway maintenance operations (e.g., street cleaning, repair, paving, roadway substructure and surface repair; curb, gutter, sidewalk build and repair; leaf pickup; management of the snow and ice removal program, including monitoring weather to determine response; erection of barricades; street signs including warning and regulatory signs); directs the utility service operations (e.g., water system; sanitary sewer and storm water system repair and ensures proper operation and drainage; oversees the safety, repair, and maintenance of all city vehicles, fleet equipment, inventory of parts, and tools).
3. Conducts inquiries into complaints of misconduct in the performance of duty by a division member; takes steps to correct problems as outlined in divisional procedures; serves as a mentor and coach to subordinates on all issues (e.g., career development) by promoting a positive work environment and professional development among team members.
4. Attends and participates in staff meetings, city council meetings, and meetings with the City Manager; completes required forms and paperwork, prepares work program and reports work progress periodically.
5. Serves as a liaison to the public; follows up on projects; responds to resident concerns, ensuring effective communication, timely project updates, and resolution of resident concerns.
6. Maintains licenses and certifications as required, if any.
7. Demonstrates regular and predictable attendance.
8. Meets all job safety requirements and all applicable safety standards that pertain to essential functions.
OTHER DUTIES AND RESPONSIBILITIES:
Performs other duties as required (5%)

Typical Qualifications

QUALIFICATIONS:
Associate degree or equivalent from an accredited two-year college or technical school and five (5) years of progressively responsible experience in Public Works management, including a minimum of one year of supervisory experience; or any combination of training, education, or experience which provides the desired knowledge, skills, and abilities to perform the essential functions of the position.
LICENSURE OR CERTIFICATION REQUIREMENTS:
Valid State of Ohio Driver's license; Commercial Driver's License desired; and the ability to maintain insurability under the City's vehicle insurance policy.
EQUIPMENT USED: The following are examples only and are not intended to be all inclusive.
Standard business office equipment and motor vehicle.
INHERENTLY HAZARDOUS OR PHYSICALLY DEMANDING WORKING CONDITIONS:
The employee has exposure to chemical compounds found in an office environment (e.g., toner, correction fluid, etc.); is exposed to possible injury as a result of working with moving mechanical parts of equipment or machines; is exposed to possible injury due to unclean or unsanitary conditions; works irregular hours; is required to be on-call; is exposed to loud noises; regularly required to lift, carry, push or pull objects 25 lbs. or less; occasionally required to lift, carry, push or pull objects 50 lbs. or less.
Note: In accordance with the U.S. Department of Labor physical demands strength ratings, this is considered light to medium work.
