POSITION DUTIES AND QUALIFICATIONS
SUMMARY OF DUTIES:IT Project Managers work within the Information Technology Department (ITD) using recognized project management methodologies, this position will focus on the implementation of software applications that range in complexity and scope from the enterprise to a single department. The project manager coordinates and prioritizes project tasks, manages timelines, maintains project plans, and communicates status to clients, project sponsors, and senior management. At any given point in time, Project Managers will be working independently or in concert with other Project Managers, ITD staff/management, and various City of Tucson staff/management on single projects or multiple low complexity projects concurrently.
Serves as a role model in promoting good working relationships across a project. Cultivates the people skills needed to develop trust and communication among all of a project's stakeholders: its sponsors, those who will make use of the project's results, those who command the resources needed, and the project team members. Brings an agility culture and agile processes to the Project Management Office. It is expected the individual in the role will work with limited supervision and direction and act in best interest of ITD, stakeholders and the City of Tucson.

Position Specific Summary
The IT Project Manager position at the City of Tucson’s Information Technology (IT) Department is responsible for the implementation of technology initiatives that support the delivery of city services, improve operational efficiency, and enhance the quality of life for residents. Leveraging both traditional and Agile project management techniques, this role manages large-scale and small, high-value initiatives, ensuring alignment with citywide strategic goals.
Work is performed under the supervision of the Information Technology Manager. This position does not supervise.
Duties and Responsibilities
Planning and Design (25%) - Essential
Defines project scope, goals, timelines, and resources needed to support various initiatives such as artificial intelligence (AI), software development, system integration, IT security, cloud migration, enterprise resource planning (ERP), web development and design, network infrastructure installations or telecom projects. Creates detailed project plans that outline project tasks, milestones, and deadlines.
Communication and Reporting (20%) - Essential
Communicates regularly with stakeholders, including project sponsors, partners, vendors, team members, and others affected by the project. Reports and provides updates on project progress, issues, lessons learned, and adjust plans as necessary.
Risk Management (20%) - Essential
Identifies potential risks to the project's success and develops strategies to mitigate these risks. Monitors for new risks and adjust risk management plans as the project progresses.
Budget Management (10%) - Essential
Manages the project budget, estimates costs, tracks expenses, and ensure the project stays within financial constraints.
Evaluation and Negotiation (10%) - Essential
Procures necessary resources, tools, and technologies needed for the project with understanding of project needs. Collaborates with the Procurement Department to negotiate with vendors, manage contracts, and ensure that resources are allocated effectively across the project.
Quality Assurance (10%) - Essential
Ensures that project deliverables meet quality standards and requirements. Assists with setting quality benchmarks, monitors quality assurance testing, and suggest improvements based on feedback.
Other Duties as Assigned (5%) - Non-Essential
Performs all other duties and tasks as assigned. Maintains personal development and contributes to organizational processes, emergency tasks, or ad hoc projects that arise.
Working Conditions: Mostly office environment.

MINIMUM REQUIRED QUALIFICATIONS:Education:Bachelor's degree
Work Experience:Three (3) years of directly related experience
Any combination of relevant education and experience may be substituted on a year-for-year basis.
