GENERAL STATEMENT OF JOB
Performs complex professional activities managing a variety of city maintenance and Capital Improvement Projects (CIP). Work involves planning, reviewing project design, bidding, permitting, executing renovation and new construction projects. Manages multiple projects of varying scope and complexity in various phases of development including design, bid and selection of contractors, permitting and construction, inspection, and project close-out and warranty administration.

Work is performed under limited supervision with latitude in the use of initiative and independent judgment. Position seeks technical guidance only on unusual or complex problems or issues. Reports to the Capital Improvement Projects Manager or designee.
Specific Duties and Responsibilities

The essential functions listed are typical examples of work performed by positions in this job classification and are not designed to contain or be interpreted as a comprehensive inventory of all duties, tasks, and responsibilities. Specific duties and responsibilities may vary depending on department or program needs without changing the general nature and scope of the job or level of responsibility. Staff may also perform other duties as assigned.

Executes the full scope of project management and oversight for assigned projects; plans, assigns, and monitors the work of City staff, and engineering and architectural consultants and contractors; ensures projects stay within approved budget and are completed on time; closes out projects per all established protocols and guidelines.

Develops and monitors project budgets and maintenance cost estimates; performs cost analysis and generates tables, charts, graphs, and reports for presentation and submission to all necessary parties.

Participates on selection committees of consultants, such as architects, engineers, and other professionals; works with procurement personnel during contract negotiations to ensure the City's best interests and construction management needs are met.

Prepares front end documents and technical specifications for bids, attends pre-bid meetings, reviews bids and makes recommendations of preferences for selection of contractors; prepares project scopes, specifications and project timelines, prepares City Commission agenda items for contract award recommendations, change orders, and construction management.

Conducts meetings with consultants, contractors, user departments and personnel to ensure all parties understand and agree to their specific areas of responsibility during both the pre-construction and construction phases of a project.

Assures administrative requirements of assigned projects including but not limited to, project schedules and milestones, material procurement, permit procedures and related paperwork, and processing of purchase requisitions; works with internal and external jurisdictional organizations and local drainage districts to ensure that permits and plan approvals are secured prior to construction and Certificates of Occupancy and Final Certifications are secured prior to the completion of construction.

Conducts and/or coordinates on-going field reviews of projects in the construction phase; monitors adherence to project schedule, safety requirements, and proper construction techniques; handles and assists staff with field conflicts and unusual or difficult solutions to construction conditions and complex problems; works with project inspectors as required ensuring contract compliance and quality of work.

Monitors contractor activities, drawings, submittals, costs, and overall performance; approves and denies, within limits of authority, contractor change orders as necessary; makes determination with consultants and contractors when project has achieved substantial and final completion.

Establishes or adheres to standards and procedures for substantial completion and final acceptance inspections and reviews inspections; assists in the final determination of project completion and recommends final acceptance on behalf of the City; reviews projects for positive and negative features for the benefit of future projects.

Coordinates with the Financial Services Department to ensure that contractor and consultant payment requests are verified against actual costs, field inspection reports and performance of work has been completed, prior to payment processing; ensures that design and construction expenditures are in conformance with approved funds.

Administers policies for warranties; ensures close out documents and manuals are provided; receives complaints during the warranty period and delegates assignments for correction; consults with subordinates on solutions to problems during warranty periods that are not the responsibility of the contractor and must be resolved by means outside the original contract; imposes liquidated damages when necessary.

Gathers and analyzes complex data for reports including but not limited to, budget analysis and efficiency and productivity studies; determines areas of impact to improve the department's effectiveness and organizational systems and procedures regarding maintenance and CIP.

Advises City leaders and officials, and committees regarding project status reports, and CIP budgets and program needs; establishes goals and objectives for project teams and participates in short-term and long-range planning.

Receives, reviews, prepares and/or submits various records and reports including but not limited to, purchase requisitions, invoices, technical summaries, engineering plans, contract specifications, project submittals, consultant reports, grant applications, spreadsheets and graphs/charts, work and change orders, permits, agendas, strategic plans, and correspondence with a variety of internal and external parties.

Responds to the public's inquiries and questions using the City's response tracking system; may resolve a variety of issues and complaints per established standards and protocols; responds to public records requests.
Attends evening and/or weekend meetings and events based on organizational responsibilities and requirements.

Adheres to all City and public health and safety guidelines and protocols; performs job functions in a safe manner and reports all safety hazards per established policies and procedures.

Maintains quality communication and interaction with all City employees, representatives from external organizations, and the public to maintain good will toward the city and to project a positive City image.

Maintains on-call work availability as assigned, to prepare for, respond to, or recover from a hurricane, tropical weather event, or other emergency to meet the city's obligation to remain operational before, during, and after the event; duties assigned may or may not be typical of the job and are contingent upon the needs of the city and the residents because of the event.

Establishes and maintains effective working relationships with those interacted with during work regardless of race, color, religious creed, national origin, ancestry, sex, sexual orientation, gender identity, age, genetic information, disability, political affiliation, military service, or diverse cultural and linguistic backgrounds.
Minimum Training and Experience

Bachelor's degree in construction management, structural or civil engineering, or related field; supplemented by five (5) years of progressive responsible experience in the planning, design, and construction of engineering and architectural projects, including at least two (2) years of managing such projects of varying complexity; or an equivalent combination of education, certification, training and/or experience.

Required Certifications and Licenses
Must possess and maintain a valid State of Florida Driver License and the ability to drive a city owned vehicle per established policies, procedures, and safety guidelines.

National Incident Management System (NIMS) training will be required (and sponsored) according to job duties and responsibilities.

PREFERRED QUALIFICATIONS
Five (5) years of managing infrastructure and construction projects in the public sector and designation as a Certified Construction Manager (CCM) or licensure as a Professional Engineer (PE) or General Contractor by the State of Florida and credentialed as a LEED Accredited Professional (AP) Green Business Certification Inc. (GBCI) or Project Management Professional (PMP).
