The City of Tamarac is hiring for two (2) part-time Code Compliances Officers to work a varied schedule consisting of evening/overnight and weekend hours performing Code Compliance and Parking Enforcement duties.
GENERAL STATEMENT OF JOB
Performs routine technical activities enforcing the City Ordinances pertaining to building, fire, and safety codes. Work involves conducting investigations, preparing subsequent actions, forms, and reports, and educating the public regarding codes, and ensuring the safety and welfare of the city's residents, proprietors, and visitors.

Work is performed under general supervision with moderate latitude in the use of initiative. Position exercises some independent judgment in accordance with defined policies, procedures, and techniques.
Reports to the Code Compliance Manager or designee.
Specific Duties and Responsibilities

ESSENTIAL JOB FUNCTIONS

Assures public adherence to the City Code of Ordinances; issues courtesy notices, notices of violation, and county Uniform Code citations; recommends actions for compliance and enters required information regarding inspections and violations in electronic system.

Investigates public complaints of possible code violations and responds to investigation requests received from city departments.

Reports observed (internal) safety hazards to appropriate risk and safety personnel, and reports traffic light problems, street sign damage, and other problems related to public services to appropriate personnel.

Determines and reports unsafe and/or unsanitary living conditions to internal staff or external agencies for remediation action.

Issues parking violation citation notices for commercial and residential vehicle parking; attends and participates in Uniform Code citation mediation in Circuit Court.

Performs research regarding property ownership via digital records, tax folio identification numbers, mortgage companies, and county-recorded documents; consults with external agencies on issues regarding property ownership, liens, registered agents, and delinquent taxes.

Escalates problems appropriately for necessary hearings before the Special Magistrate and/or Code Compliance Board; prepares official reports and attends and participates in legal meetings as assigned.
Performs research regarding property ownership; maintains vacant lot records and identifies and/or prepares related maps.

Participates in educating residents and business owners in code purposes and compliance procedures.
Receives and prepares a variety of technical and regulated reports, documents, and forms; distributes and files notices, letters, memos, and liens.

Responds to inquiries, questions, and comments from the public per established standards and protocols.
Works and/or attends meetings on evenings and weekends based on organizational responsibilities and/or requirements.

Adheres to all city and public health and safety guidelines and protocols; performs job functions in a safe manner and reports all safety hazards per established policies and procedures.

Responds to emergency call-ins for weather incidents, natural disasters, or other critical events.

Maintains quality communication and interaction with all city employees, representatives from external organizations, and the public to maintain good will toward the city and to project a positive city image.

Establishes and maintains effective working relationships with those interacted with during work regardless of race, color, religious creed, national origin, ancestry, sex, sexual orientation, gender identity, age, genetic information, disability, political affiliation, military service, or diverse cultural and linguistic backgrounds.

Supervisory Responsibilities
This position has no supervisory responsibilities.
Minimum Training and Experience

MINIMUM QUALIFICATIONS
High school diploma or GED required; supplemented by two years of directly related experience; or an equivalent combination of education, certification, training and/or experience.

Required Certifications and Licenses
Must possess and maintain a valid State of Florida Driver License and the ability to drive a city owned vehicle per established policies, procedures, and safety guidelines.

National Incident Management System (NIMS) training will be required (and sponsored) according to job duties and responsibilities.

Must have or obtain within twelve (12) months of hire, Florida Association of Code Enforcement (FACE) Level I Certification
PREFERRED QUALIFICATIONS
Certification as a Housing Inspector and one (1) year of post certification experience or an associate degree in law enforcement and some directly related experience.
Certification as a Parking Enforcement Specialist. Must have or obtain within six (6) months of hire for those individuals performing Parking Enforcement duties

An eligible veteran or spouse of veteran shall receive preference in the selection process as provided for in the Florida Statutes. Performance Indicators

Pre-Certified
Requires high school diploma or GED, and successful completion of pre-employment screening. Must have valid State of Florida Driver's License. Experience and certification as a Minimum Housing Inspector is preferred.
Milestone I
Meets requirements as outlined in Pre-Certified and requires 1 year experience and completion of 16 CEU's of Code Compliance Training. An Associates degree, preferably in law enforcement may substitute for one-year experience. Experience and certification as a Minimum Housing Inspector is preferred.
Milestone 2
Meets requirements as outlined in Milestone I and requires an additional year of experience (2 years) and successful completion of Level I License Certification. An Associates degree, preferably in law enforcement may substitute for one-year experience. Experience and certification as a Minimum Housing Inspector is preferred.
Milestone 3
Meets requirements as outlined in Milestone 2 and requires an additional year of experience (3 years) and successful completion of Level I and 2 License Certification. An Associates degree, preferably in law enforcement may substitute for one-year experience. Experience and certification as a Minimum Housing Inspector is preferred.
Milestone 4
Meets requirements as outlined in Milestone 3 and requires an additional year of experience (4 years) and successful completion of Level 1, 2 and 3 License Certification. An Associates degree, preferably in law enforcement may substitute for one-year experience. Experience and certification as a Minimum Housing Inspector is preferred.
Milestone 5
Meets requirements as outlined in Milestone 4 and requires an additional year of experience (5 years) and successful completion of Level I, 2 and 3 License Certification AND attainment of either a Code Enforcement Professional Certification OR a Minimum Housing Inspector Certification. An Associates degree, preferably in law enforcement, may substitute for one-year experience. Experience and certification as a Minimum Housing Inspector is preferred.
