Position Description

The City of Sugar Land is seeking a full-time Innovation Manager in the Data and Innovation Department.

Summary of Duties

As a Innovation Manager, you will:

  • Manage the Data & Innovation training program, including employee supervision of the Continuous Improvement Lead; Responsible for all duties associated with the management of direct staff.
  • Manage the creation of engaging and informative content, workshops, and training materials to facilitate Data & Innovation training. The Continuous Improvement Lead is responsible for primary content creation, however, the Innovation & Performance Manager will also develop content at times.
  • Collect data and measure the effectiveness of the Innovation training initiatives put forth by the Data and Innovation Department. Use the data to focus trainings and adapt to the organization’s needs.
  • Manage the Performance Management program. Develop a sustainable and strategic plan for the program.
  • Ensure alignment of the Performance Management program with city-wide strategic objectives, fostering a culture of accountability and continuous improvement among City departments.
  • Manage and assist in the facilitation of training related to the Performance Management program and the development of metrics, Key Performance Indicators, and targets.
  • Perform continuing education and research to ensure that all training materials are kept up to date, relevant, and applicable.

Minimum Qualifications

The ideal candidate must be extremely organized and able to manage the logistics of multiple duties with professionalism and strong communication skills. In addition, they will have a strong attention to detail and ability to work in a fast-paced environment—both critical for success in the role, as are high levels of accuracy, timeliness and dependability. Ideal candidates will also look for innovative, trailblazing solutions to challenges. We are looking for someone who can establish and maintain effective working relationships within the organization and work effectively with all levels of employees and management.

Education and Experience:

  • Bachelor’s degree from an accredited college or university in public administration, human centered design, data science, business administration, public policy or a closely related field.
  • Four (4) years of progressively responsible related experience in process improvement, innovation, data analysis, or a closely related field.
  • Experience with data visualization tools, such as Power BI, Canva preferred.

Additional relevant work experience resulting in acceptable proficiency levels in the above knowledge; skill and education requirements may be substituted in lieu of specific education requirements.

Training (License and/or Certification):

  • Texas Class C Driver's license.
  • Six Sigma certification (any level)/Denver Peak Academy training preferred.
  • Project Management Professional (PMP) Certification or training preferred.
