City of Suffolk is Hiring a Payroll Technician Near Suffolk, VA

Under general supervision, performs complex bookkeeping and technical fiscal work in the City Finance Department. Work involves administration and preparation of employee payroll records, benefits, and related payments and withholdings. Employee is also responsible for analyzing payroll data, preparing and submitting reports, forms, and invoices for payment or reimbursements from various governmental agencies; preparing and filing forms for proper payment of State and federal payroll taxes; and for preparing various reports associated with payroll expenditures. Reports to the Payroll Administrator.

  • Prepares Payroll, including entering hours and making employee changes, such as withholdings and deductions.
  • Generates and analyzes edits, reconciling payroll deductions and reported information.
  • Calculates special adjustments for sick pay and workers' compensation as needed.
  • Verifies invoices and prepares checks for payment of funds to proper agencies, employee benefits, and voluntary monthly deductions, including garnishments, child support, deferred compensation, supplemental insurance, health insurance, Credit Union and United Way, savings bonds, and retirement benefits, etc.; maintains knowledge of any rate and procedural changes.
  • Prepares and calculates manual payroll checks and corresponding reports.
  • Coordinates processing of semi-monthly City payroll; maintains payroll records; computes payments showing all deductions, special payments, contributions, and special withholdings; and processes checks and direct deposits; sets schedules and deadlines for payroll.
  • Reconciles general ledger payroll liability accounts and prepares correcting journal entries as necessary.
  • Processes and reconciles vendor payments for supplemental insurance, ICMA and Nationwide deferred compensation accounts, US Savings bonds, VRS Retirement, VRS Group Life, Optional Life Insurance, Section 125 Medical and Child Care reimbursement accounts; monitors each for corrections, additions, or deletions; analyzes and researches entries related to the general ledger and prepares any associated journal entries to correct.
  • Prepares semi-monthly or monthly reports for various departments detailing payroll expenditures.
  • Responds to inquiries from employees and outside agencies concerning payroll.
  • Prepares biweekly, monthly, and quarterly reports, schedules, and other information relating to benefits and payroll.
  • Assists with annual audit; provides a variety of data including reconciliations, liability totals, and other related schedules.
  • Completes wage verifications and various surveys for government agencies.
  • Performs other related duties as required.
Associate's degree in bookkeeping or accounting and three to five years of experience in technical accounting or bookkeeping work, preferably dealing with payroll; or any equivalent combination of training and experience which provides the required combination of skills, knowledge and abilities. Prefers Notary Public certification.
  • Ability to compare and/or judge the readily observable, functional, structural, or compositional characteristics (whether similar to or divergent from obvious standards) of data, people or things.
  • Ability to speak and/or signal people to convey or exchange information. Includes receiving instructions, assignments and/or directions from supervisors.
  • Ability to read invoices, payroll records, travel expense reports, advance requests, accounting journals, etc. Requires the ability to prepare reports, correspondence, checks, invoices, tax forms, etc., using proper format.
  • Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagrammatic form; to deal with problems involving several concrete variables in or from standardized situations.
  • Ability to record and deliver information, to explain procedures, to follow oral and written instructions.
  • Ability to understand government accounting terminology.
  • Ability to utilize mathematical formulas; to add and subtract totals; to multiply and divide; and to determine percentages and decimals.
  • Ability to inspect items for proper length, width and shape.
  • Ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under moderate levels of stress.
  • Knowledge of federal, State and local laws governing payroll administration.
  • Knowledge of employee benefit programs.
  • Knowledge of accounting and office practices, methods and procedures used by the City.
  • Knowledge of City organization and operational policies and procedures.
  • Skill in preparing and maintaining payroll records, deductions and withholding reports through data processing means.
  • Ability to use a computer and other office equipment in preparing and maintaining payroll and associated records.
  • Ability to understand or apply laws, regulations and policies to the maintenance of financial records.
  • Ability to verify documents and forms for accuracy and completeness.
  • Ability to prepare standard payroll reports from the books and records.
  • Ability to express ideas effectively orally and in writing.
  • Ability to understand and follow written and oral instructions.
  • Ability to explain payroll and related personnel matters to City employees.
  • Ability to exercise independent judgment, discretion and confidentiality in the completion of work assignments and in relationships with other employees.
  • Ability to establish and maintain effective working relationships as necessitated by work assignments.
