City of Sioux City is Hiring a Fire Chief - (Civil Service) (Entrance) Near Sioux, IA

Description

Reporting to and under the general direction of the City Manager, the Sioux City Fire Rescue (SCFR) Fire Chief oversees a busy, dualaccredited, ISO1 rated fire and all-hazards emergency services department. The Fire Chief is a member of the Executive Leadership Team.

The SCFR Fire Chief maintains responsibility for all department operations such as:

The ideal candidate will be a visionary leader of character with an ability to grow employee engagement and a healthy culture. He/She should have experience with accreditation and ISO, emergency management for large-scale incidents and disasters, a positive experience with labor unions, and a track record of valuing and implementing employee input.

Duties

  • Plans, organizes, assigns, and directs departmental operations with respect to equipment, apparatus, and personnel; provides for the training, discipline, hiring, and promotion of personnel.
  • Prepares memos on technical matters of fire operations and responds to all requests from the City Manager, City Council and other City departments, in reference to matters relating to the Fire Department.
  • Directs the preparation and analysis of all Fire Department's reports and records to ensure efficient operation, to meet service demands and to comply with authorized requests for information regarding activities and personnel of the department.
  • Prepares the department budget for review with the City Manager and City Council and makes recommendations for improvements of service.
  • Addresses civic and other groups regarding the activities and programs of the department, explains and promotes public understanding of its work.
  • Determines departmental goals and objectives; makes recommendations to the City Council on matters relating to the Fire Department.
  • Researches new concepts and methods which are directed toward improving departmental efficiency and effectiveness.
  • Monitors performance of department personnel and personally provides performance reviews for all Staff Officers.
  • Evaluates performance and responds to issues or concerns as appropriate.
  • Performs other directly related duties consistent with the role and function of the position as assigned by City Manager.
  • Maintains regular and punctual attendance and working hours.
  • Regularly lifts up to 10 pounds and occasionally lifts up to 30 pounds.
  • Expected to temporarily perform duties outside of normal classification in the event of a declared emergency. In the event that an employee is excused from work other than illness or injury, they will be required to report to work in a state of declared emergency.

Qualifications

Cognitive Demands, Skills and Abilities: Ability to speak clearly so others can understand you, ability to see details at close range (within a few feet of the observer), ability to see details at a distance, ability to identify and understand the speech of another person, ability to listen to and understand information and ideas presented through spoken words and sentences.
Job Knowledge: Comprehensive knowledge of the principles, practices, procedures and equipment used in modern firefighting and in the protection of life and property from all man-made and natural disasters; comprehensive knowledge of the uses and limitations of the various types of apparatus, equipment and technology used by the department and of their operational and maintenance requirements; thorough knowledge of effective methods of leading, planning, training, assigning and directing personnel and equipment for the most efficient use for small, as well as large or complex and dangerous disasters; thorough knowledge of recent developments, current literature and sources of information in municipal fire administration; ability to plan, organize and implement programs of fire administration, personnel training and fire prevention; ability to express oneself clearly and concisely, orally and in writing, to groups and to individuals; ability to establish and maintain effective working relationships with civic and official organizations, and the general public, as well as to supervise, command, and hold the respect of subordinates; good judgment; good physical condition.
Language Ability and Interpersonal Communication: Requires effective communication skills and the ability to provide assistance to customers (external and internal). Requires the ability to write and speak effectively with fellow employees, City Council, and the general public; read in English; apply common sense understanding to the work process, procedures, programs and services; and to provide and follow verbal and written instructions. Requires the ability to work as a member of a team in order to accomplish tasks; the ability to establish and maintain effective working relationships with other employees, the general public, and other government agencies; and the ability to relate to minorities, women, and other protected classes in the community at all socioeconomic levels.
Physical Requirements: Regularly lifts up to 10 pounds and occasionally lifts up to 30 pounds.
Work Environment: Ninety percent of work is performed in a normal inside office environment with appropriate heating and cooling and is not subject to significant occupational or environmental hazards other than those normally associated with general public contact, dust or odors. On occasion, the work may involve hazards normally associated with active firefighting. Field conditions outdoors with varying weather conditions, street level noises; and visiting locations within the community whose environment may be different from the City's. Travel in all types of weather extremes to attend training and/or meetings, conferences, and workshops; must be mobile and able to visit citizens and businesses within the metro area.

Minimum Required Qualifications

Graduation from an accredited four-year college or university with a Bachelor's degree in fire management, public or business administration, or related field and a minimum of 7 years of progressively more responsible work experience in a fire department;
or
Graduation from an accredited four-year college or univeristy with an Associate's degree in fire management, public or business adminsitration or related field and a minimum of 9 years of progressively more responsible work experience in a fire department;
or
Any equivalent combination of experience and training that provides the required knowledge, skill and abilities.
Possession of a valid driver's license or the ability to provide reliable transportation.
