City of Signal Hill, CA is Hiring a RECREATION SPECIALIST - GRAPHIC DESIGN (PART-TIME) Near Signal Hill, CA

The City of Signal Hill Parks, Recreation, and Library Services Department is seeking a creative and talented part-time Recreation Specialist (Graphic Design). The incumbent will work up to 20 hours per week focusing on developing creative approaches to communicating information in high-quality visual formats, both digital and print.

To be considered for this position, applicants are required to submit three (3) samples of marketing or design work.

Under the direction of the Parks, Recreation, and Library Services Manager, the Recreation Specialist (Graphic Design) is responsible for graphic design, print advertising, collateral material, logo development, typography and illustrations. The position also creates content, attracts and interacts with targeted virtual communities and networks users through the Department's website and social media.

  • Designs all types of visual communication materials such as print advertising, collateral material, logo development, typography and illustration.
  • Prepares layouts for flyers, banners, brochures, newsletters, signage, social media, and department presentations, prepares copies, trims documents for Parks, Recreation, and Library Services Department programs and events.
  • Creates content, attracts and interacts with targeted virtual communities and network users through social media platforms.
  • Sourcing, curating, writing, and scheduling content across all major social platforms, including the City website.
  • Implements HTML coding when necessary for homepage features and email blasts.
  • Adheres to budget and time constraints.
  • Assists with monitoring budget expenditures in specified areas
  • Ensures creative is on strategy and reflects City brand standard.
  • Works closely with the City’s Communications Specialist/Officer and other City Departments.
  • Assists with administrative office work at the Parks, Recreation, and Library Services Department main office as needed. Uses basic computer applications including Microsoft Office Suite, online recreation management software programs (i.e. CivicRec or ActiveNet), receives payments and uses programs such as Adobe Photoshop, and InDesign.
  • Supports the Parks, Recreation, and Library Services Department with recreation event/activities registration, facilities rental, and provides assistance at special events as needed.

Minimum Qualifications

Any combination of education, training, and work experience to demonstrate possession of the knowledge, skills, and abilities to successfully perform in the position is qualifying. A typical way of obtaining the required qualifications is to possess:

EDUCATION:
Associate of Arts degree in related fields.
EXPERIENCE: At least two (2) years of experience, working an average of 15 to 20 hours per week, in providing expertise in Adobe Photoshop, Illustrator, InDesign, and/or other graphic design programs. Must be PC proficient.
LICENSE/CERTIFICATION: Valid Class C California driver license, acceptable driving record, and evidence of insurance are required.
DESIRABLE QUALIFICATIONS: Two (2) years of experience working in a municipal/government agency.

Clearly communicate, establish and maintain effective working relationships with staff and customers. Exercise independent judgment, decisiveness and creativity. Knowledge of budget principles and practices. Knowledge of community and public relations.
Knowledge of:
  • Methods and techniques of developing, planning and organizing group recreational activities to include special events, excursions and daily program activities.
  • Budget, principles and practices.
  • Purchasing procedures.
  • Skilled in the operations a computer terminal and word processing.
  • Ability to identify methods to maximize the effectiveness of services and programs being provided.
  • Establish and maintain effective working relationships with staff and customers.
  • Communicate and ensure adherence with safety standards, practices and requirements.
  • Perform community and public relations.
Physical Requirements:
  • Ability to coordinate, eyes, hands, feet and limbs in performing slightly skilled movements, such as pressing, cutting or mixing.
  • Ability to exert moderate physical effort in sedentary to light work, typically involving some combinations of stooping, kneeling, crouching and crawling, carrying, pushing and pulling.
  • Ability to maneuver and steer equipment and machinery requiring simple, but continuous adjustments, such as operating a motor vehicle.
  • Ability to lift, push and pull 15 pounds.
  • Ability to work weekend and evening hours.

  • Ability to exercise independent judgment, decisiveness and creativity in situations involving the evaluation of information against sensory and/or judgmental data.
  • Ability to classify, compute and tabulate data information, following a prescribed plan requiring exercise of some judgement; ability to compare, count, differentiate, measure and sort information; ability to assemble, copy, record and transcribe data and information.
Language Ability and Interpersonal Communication:
  • Communicate clearly and precisely with parents, staff and children.
  • Establish and maintain positive and effective working relationships with all staff and participants.
  • Ability to advise and interpret to others how to apply department policies, procedures and services based on community recreational needs and interests.
  • Ability to persuade, convince and/or train others including the ability to act in a lead worker capacity.
  • Ability to maintain records, prepare reports and schedules.
Environmental Adaptability:
  • Ability to work under moderately safe and comfortable conditions with exposure to environmental factors may cause discomfort and where there is a risk of injury, requiring minimal recovery.

Oath and Disaster Service Worker:
All City employees are required to sign the Oath or Affirmation of Allegiance for Public Employees upon the beginning of employment. Pursuant to California Government Code Section 3100, all City employees are required to perform assigned emergency service duties in the event of an emergency or disaster and are required to sign a Disaster Service Worker Statement upon hire.

This is a part-time, non-benefited, at-will position, with no property or vested rights, and is not a part of the City of Signal Hill Personnel System Rules and Regulation or the Civil Service Process.

  • Position is not eligible for benefits.
  • Part-time employees receive paid sick leave in accordance with California state law per the "Healthy Workplace/Healthy Family Act of 2014” and SB 616. Paid sick leave accrues at the rate of one (1) hour per every thirty (30) hours worked. Part-time employees accrue forty (40) hours per year of employment; these hours can be carried over to the following year for a maximum total accrual of eighty (80) hours.
  • Enrollment in the Public Agency Retirement Services Alternative Retirement System Plan (PARS).
