DEFINITION
 To perform a variety of skilled and semi-skilled duties in the maintenance, repair, installation, inspection and construction of wastewater collection facilities, including sewage lift (pump) stations, grinder pumps, pressure and gravity-flow pipelines, manholes, emergency power generators, buildings, grounds and light vehicle maintenance; to assure the safety of vehicle and pedestrian traffic; to utilize the City’s asset management system; and to operate a variety of heavy and light vehicles, specialized equipment, hand and power tools.
 
 DISTINGUISHING CHARACTERISTICS
 This is the full journey level class within the Wastewater Utility Maintenance Worker series. Wastewater Utility Maintenance Worker II’s perform skilled and specialized wastewater inspection, maintenance, operations, repairs and construction duties; operate eductor combination high velocity water/vacuum sewer cleaning equipment, closed-circuit TV equipment, portable generators, rodding machines, pickup and dump trucks and other specialized equipment as required; may serve as lead worker to Maintenance Worker I’s, part-time, and seasonal employees as assigned. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work team. The Wastewater Utility Maintenance Worker II is distinguished from the Wastewater Utility Maintenance I by the possession of a commercial endorsement on the driver’s license and by more wastewater maintenance and repair work experience.
SUPERVISION RECEIVED AND EXERCISED
 Receives supervision from assigned supervisory or management staff.
Essential Functions:
 
  1. Inspect, maintain and repair sewage lift stations and grinder pumps on a scheduled basis; read and record hours meters and gauges; service and repair pumps, motors, valves and other mechanical and electrical equipment, including pulling and de-ragging pumps; replacing seals and valves; inspecting bearings and/or impellers; perform cathodic protection electrode maintenance; wet well cleaning; inspection of dry wells for pump operations; service lift station control systems (bubbler lines, floats, transducers, etc.); respond to power outages and ensure emergency power generator operations.
  2. Operate Closed Circuit Television Vehicle (CCTV), eductor truck and other equipment for the internal cleaning, inspection or repair of underground sewer pipes, stub-outs, manholes, lateral connections and associated appurtenances using closed-circuit television equipment to locate leaks, breaks, infiltration and the buildup of dirt, debris, roots and other materials on a scheduled preventive maintenance or emergency basis; and maintain video library and records of inspections, maintenance and repair activities.
  3. Operate the Supervisory Control and Data Acquisition (SCADA) system to investigate, monitor and respond to trouble alarms at individual lift stations; utilize Geographic Information (GIS) systems and flow monitoring records or information to troubleshoot and resolve wastewater collection service issues or problems.
  4. Perform confined space entries to inspect, maintain and repair underground dry and wet wells, manholes, chambers, and vaults; utilize specialized fall protection and entry safety equipment including using, maintaining, and calibrating air monitoring equipment; and maintaining required entry records.
  5. Serve on a 24-hour after hours call-out duty roster to respond to unexpected problems or emergencies such as mitigating line blockages or breaks, power outages, pump failure overflow spills, supplemental snow and ice control and related activities. 
  6. Use handheld or desktop computers to interface with asset management software in order to maintain records, track service requests, create and close work orders, input inspection data, look up assets and add equipment, labor and material costs. 
  7. Utilize line locator and metal detection equipment to find, locate and/or mark cleanouts, manhole lids, pipes, valves and other underground appurtenances; respond to locate and marking requests received from the Washington One-Call Center or liaise with contracted vendor for this service.
  8. Inspect grease interceptors/traps and oil water separators to ensure compliance with Fats, Oils and Grease (FOG) policies for commercial food service and other regulated establishments.
  9. Operate City vehicles in a proper and safe manner to transport personnel, materials, and miscellaneous equipment; perform routine maintenance and repair to division equipment and vehicles including maintaining filters, hoses, fuel, oil and other fluid levels.
  10. Load, transport and unload equipment, material and tools to and from jobsites and maintain public facilities, shop and garage areas, storage sites, and other work areas in a clean and orderly condition, including job site cleanup and securing equipment at the end of the workday.
  11. Break and remove asphalt or other surfaces using backhoe, air, electric, or hydraulic jackhammers, chipping guns, pick, shovel to affect the raising or lowering of manhole rings or facilitate other wastewater system repairs.
  12. Set up, maintain and take down traffic control equipment; perform flagging duties in work zones; and effectively control traffic to ensure a safe working environment.
  13. Respond to public customer complaints, inquiries or problems and provide information and resolve issues appropriate to the area of assignment.
  14. Perform general wastewater building and structure maintenance and repair that includes routine or minor carpenter, electrical, or plumbing; perform grounds maintenance activities including raking and clearing leaves; graffiti, litter and debris removal; line trimming, mowing, weeding, and other vegetation or pest control tasks.

Health and safety practices, procedures and work hazards related to wastewater maintenance activities, including confined space entry.
Supervisory Control and Data Acquisition (SCADA) telemetry systems.
Asset management software to place work orders, service requests, perform inspections, etc.
Traffic control set up and flagging.
Basic math and computer skills, including the use of Microsoft Office Suite.
Basic operation and maintenance of emergency power generators.
Basic construction and mechanical maintenance procedures.
Basic record keeping techniques and report writing practices.
Flow monitors and flow monitor software.
Ability to:
Operate light and heavy vehicles and equipment including CCTV van and equipment, high-pressure water and vacuum eductor truck and equipment, pick-up and dump trucks; battery, electric or gas-powered hand or powered tools; and other miscellaneous power tools and specialized wastewater equipment.
Be available to work and be on-call to respond to emergencies such as high-level alarms, line blockages, overflows, power outages, and snow and ice control outside of regular working hours.
Work independently in the absence of supervision, and provide lead supervision to Maintenance Worker I, part-time and seasonal workers.
Perform a variety of responsible duties in the maintenance, repair, and construction of wastewater infrastructure.
Service and make minor repairs to hand, power tools and other wastewater equipment.
Interpret maps, project plans, technical manuals, work orders and service requests.
Perform skilled and/or semi-skilled tasks without close supervision.
Lift up to 50 pounds and perform heavy physical labor in all weather conditions.
Meet schedules and timelines.
Observe defensive driving practices.
Understand and follow oral and written instructions.
Communicate clearly, both orally and in writing.
Positively and effectively interact with diverse individuals and population to accomplish a common goal.
Enter data using an office computer or mobile field device.
Experience and Training Guidelines:
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience:
Three years responsible wastewater construction, maintenance and/or repair work experience.
 
Education/Training:
Graduation from an accredited high school. Additional education beyond high school is desirable.
 
License or Certificate: 
 Must possess a valid Class B state-issued Commercial Driver's License with air brakes and tanker endorsement.
First Aid/CPR, Washington State flagging, and Confined Space Entry certifications, or ability to obtain within 3 months.
Wastewater Collection Specialist (WWC) II, or ability to obtain within one year.
Environmental Conditions:
Field environment; travel from site to site; exposure to noise, dust, grease; potentially hazardous chemicals; inclement weather conditions; work around heavy construction equipment; work at heights on scaffolding and ladders; work on slippery or uneven surfaces.
