City of Shoreline is Hiring a Parking Enforcement Officer Near Shoreline, WA

DEFINITION
To perform routine duties associated with parking compliance and parking enforcement throughout the City. Interacts directly with the general public to ensure parking compliance and to improve and enhance public relations. To enforce federal, State and local regulations and restrictions related to parking and abandoned vehicles; determine violations; issue citations, take appropriate action when needed; and provide information and assistance to the public as warranted.
SUPERVISION RECEIVED AND EXERCISED
Receives supervision from assigned supervisory or management staff.ESSENTIAL AND MARGINAL FUNCTION STATEMENTS Essential and other important responsibilities and duties may include, but are not limited to, the following:
Essential Functions:
 
  1. Promote parking compliance in the city through enforcement of parking regulations, restrictions and municipal code, either in an assigned vehicle or on foot.
  2. Use tire marking device or license place reader to determine parked vehicles use of time-limited parking areas; patrol areas to ensure vehicles have been removed.
  3. Patrol the city to locate and respond to reports of abandoned vehicles in violation of State and local regulations, restrictions, and municipal code; process and abate abandoned vehicles as outlined in State and local regulations, restrictions, and municipal code, including issuing parking citations, conducting abatement, ensuring vehicle owners and/or lien holders are provided with up-to-date information, and coordinating with other City departments for abandoned vehicle issues. 
  4. Monitor and enforce regulations dealing with disabled parking and fire lane areas.
  5. Maintain working relationships with towing agencies, vehicle dismantling agencies, and other vehicle recyclers, including providing all documentation to such agencies as required. 
  6. Provide testimony relative to issuance of parking citations and abandoned vehicles in Municipal Court on behalf of the City as required.
  7. Compile reports and statistics as assigned; perform clerical and record processing tasks; compile daily activity reports; computer database entry of parking citations; prepare documentation for Citation Review Committee hearings. 
  8. Create legible, accurate, and complete documentation, defensible in court in accordance with relevant regulations and statutes. 
  9. Serve as liaison between the Police Department and residents and business owners concerning parking issues, abandoned vehicles, and other concerns.
  10. Communicate over a two-way radio with administrative support services staff and police to provide information about parking enforcement activities or report emergencies and criminal activities, as needed. Review and recommend changes to City parking regulations, restricts, and municipal codes.
  11. Perform traffic control duties as directed.
  12. Report unusual activity or situations observed, such as potential hazards, downed signs or other related situations to appropriate City departments. 
  13. Refer unusual or problematic cases to supervisor for resolution.
  14. Respond to public complaints and inquiries for information related to parking compliance and parking enforcement. 
Marginal Functions:
  1. Serve as staff on a variety of committees.
  2. Attends and participates in various community events and professional group meetings as required.
  3. Perform related duties and responsibilities as required.
Knowledge of:
  • Applicable federal, State, and local parking regulations and restrictions.
  • Knowledge of the various dimensions of diversity, including gender, race, ethnicity, ableism, etc.
  • Tactful, effective oral and written communication techniques.
  • Principles and practices of traffic control.
  • Occupational hazards and standard safety practices.
  • Traffic control devices and set up requirements.
 
Ability to:
  • Participate and work effectively in an organization committed to advancing principles and practices of equity and anti-racism.
  • Show respect and openness towards people whose social and cultural background is different from one's own.
  • Enforce the City’s parking regulations and issue citations. 
  • Effectively interpret, apply, and explain codes, programs, rules, regulations, policies, and procedures. 
  • Work independently and make critical decisions in the absence of supervision. 
  • Keep supervisor and appropriate internal and external customers informed of problems, progress, and emerging issues.
  • Effectively respond to citizen complaints and inquiries both orally and in writing.
  • Set up and maintain emergency traffic control in a safe and effective manner.
  • Drive a City vehicle safely and satisfactorily in all situations.
  • Use and care for department-issued equipment.
  • React quickly and calmly in adverse situations.
  • Be able to find solutions with community members in challenging situations.
  • Develop and retain detailed knowledge of the city street system and associated parking codes, restrictions, and programs. 
  • Perform basic mathematical computations quickly and accurately.
  • Satisfactorily complete field training in which methods, procedures, and techniques of parking compliance are presented. 
  • Maintain and uphold confidentiality, integrity, and honesty and contribute to an environment that embraces diversity, equity, and inclusion.
  • Use and operate communication devices, including two-way radio and cellphones; hardware, including computers and printers; Microsoft Outlook, Word, Excel, SharePoint, and other job related software as needed.
  • Use and operate parking enforcement hardware and software applications.
  • Implement basic troubleshooting and service techniques involving parking enforcement equipment and software. 
Experience and Training Guidelines
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
 
Experience:
 Minimum of one year job-related experience; prior experience in law enforcement agency preferred.
 
Training:
Equivalent to the completion of the twelfth grade supplemented by specialized training in customer service, code enforcement, or a related field.
License or Certificate:
Possession of valid state-issued driver's license with an acceptable driving record.
Must obtain and maintain any required certifications relating to various data systems.
Must pass a Criminal Justice Information System (CJIS) compliant background check through the King County Sheriff’s Office; process includes a polygraph test.
Valid first aid /CPR certificate or ability to obtain within one month of employment.
Current Washington State Flagger Certification or ability to obtain within 3 months of employment.

CONDITIONS OF EMPLOYMENT
  • All candidates will be required to establish employment authorization and identity at the time of hire. The City is not able to sponsor work visas.
  • All positions the completion of references checks, including at least one prior supervisor.
  • This position requires the candidate to pass a background investigation and obtain a Washington State Patrol Access certification.
  • This position also requires completion of a polygraph test.
WORKING CONDITIONS
Environmental Conditions:
Works mainly outdoors, sometimes during periods of inclement weather. Outdoor work exposes employee to fumes, vapors and other common conditions from vehicular traffic. Works indoors in a clean, climate-controlled workspace. Sits in and operates a vehicle for extended periods of time. Required to wear a uniform while on duty. 
Work schedule is shift based: 
Monday - Friday 12:30 pm - 9:00 pm
Tuesday - Saturday 4:30 am - 1:00 pm
 May be subject to disgruntled and hostile individuals requiring the use of conflict management skills; frequently required to perform work in confidence and under pressure; standard hazards involved in working in an office position. 
Physical Conditions: 
Must be able to perform the essential functions including sitting, standing, walking, climbing, stooping, lifting up to 25 pounds, pulling, pushing, balancing, etc.; frequent and repeated dexterity of hands and fingers to operate general clerical office equipment and to write and issue citations, file papers.
