City of Shaker Heights is Hiring a Sewer Superintendent Near Shaker Heights, OH

General Definition of Work

Performs difficult skilled technical work planning, coordinating, and overseeing sewer construction, maintenance and repairs, monitoring and coordinating historical structure repair, preparing and monitoring budget, maintaining files and records, preparing reports, and related work as apparent or assigned. Work is performed under the general direction of the Assistant Director of Public Works (PW) Infrastructure.

Essential Functions

  • Reviews project plans in the developmental stages to ensure constructability and potential conflicts; administers construction projects of capital improvements of the existing sewer infrastructure; maintains records and files.
  • Oversees and coordinates sewer construction projects and staff to ensure compliance with project plans, project specifications and plan improvements; verifies plan quantities.
  • Provides oversight City personnel for troubleshooting, repairs and maintenance of existing sewer infrastructure; identifies sewer system deficiencies and makes the appropriate recommendations for said repairs; reviews existing reports and inspection data to develop corrective action as needed.
  • Strives to remain current with the changing environment of modern day construction methods; attends various organization and equipment shows for potential sewer equipment purchases for the enhancement of the department.
  • Answers residential questions, complaints, maintenance and repairs of existing sewer laterals; communicates with residents and contractors via phone and/or e-mail; follows up to ensure problems are resolved as needed; notifies departments and the public of construction projects.
  • Oversees asset management; develops long- and short-term objectives for sewer/catch basin cleaning and inspection assists in prioritizing capital improvement projects.

Knowledge, Skills and Abilities

Comprehensive knowledge of materials, methods and practices essential to maintenance and repair sewers and related facilities; thorough knowledge of the maintenance methods and practices as applied to sewer construction, maintenance and repair; thorough knowledge of applicable federal, state, and local ordinances, codes, laws, rules and regulations, legislative issues and City policies and procedures; thorough knowledge of confined space entry, trenching and shoring and work zone safety; thorough knowledge of vehicle and equipment repair and maintenance procedures.

Skill in the use of personal computers, associated software packages, hardware, and peripheral equipment.

Ability to express technical ideas effectively orally and in writing; ability to read engineering plans; ability to apply computer skills applicable to specific job assignment; ability to plan, direct, supervise and evaluate the work of subordinates; ability to establish and maintain effective working relationships with City officials, associates and the general public.

Education and Experience

Associates/Technical degree in construction management or related field and extensive experience in waterline, sanitary and storm sewer maintenance in a public utility including, or equivalent combination of education and experience.

Physical Requirements

This work requires the occasional exertion of up to 50 pounds of force; work regularly requires speaking or hearing, using hands to finger, handle or feel, tasting or smelling, pushing or pulling and repetitive motions, frequently requires standing, walking and reaching with hands and arms and occasionally requires sitting, climbing or balancing and stooping, kneeling, crouching or crawling; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, assembly or fabrication of parts within arm’s length, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work regularly requires working near moving mechanical parts, exposure to fumes or airborne particles, exposure to toxic or caustic chemicals and exposure to outdoor weather conditions, frequently requires exposure to extreme cold (non-weather), exposure to extreme heat (non-weather) and exposure to vibration and occasionally requires wet, humid conditions (non-weather) and working in high, precarious places; work is generally in a very loud noise location (e.g. jack hammer work, garbage recycle plant).

Special Requirements

Possession of American Concrete Institute (ACI) Concrete Field Testing Technician Certificate upon hire.

Possession of Ohio Department of Transportation (ODOT) Aggregate Sampling Testing Technician Certificate upon hire.

Possession of BLD Cured in Place Pipe Laterals Certificate upon hire.

May require possession of, or ability to obtain, specific licenses and/or certifications depending on departmental assignment.

Valid driver’s license in the State of Ohio.
